Dispatch advised that Deputy Cook with the Walker County Sheriff’s Office was already on scene and requested LaFayette Officers.SFC Wilson and I then arrived on scene, and this is where we met with Deputy Cook, where he then explained that he was inside the Food City, when a witness confronted him and alerted him of a man yelling at somebody in the parking lot and had a baseball bat in his hands. Deputy Cook continued, stating that he then walked outside, where he saw the man in question holding a baseball bat and yelling near his vehicle. Deputy Cook then detained him. The man in question was later identified as Kenneth Clifton. SFC Wilson then spoke with Kenneth Clifton, while I spoke with the passenger in the vehicle that Kenneth Clifton was allegedly yelling at. This passenger was an [REDACTED], who was supposedly Kenneth’s grandmother. [REDACTED] would not provide me any information on the situation, and even denied being related to Kenneth at all, stating that he was just a friend, and would not elaborate on the confrontation between them at all.Upon speaking with Kenneth, his behavior was very erratic, and his statements were inconsistent, and he would not stay on a single topic. This led me to believe that Kenneth was possibly under the influence of some sort of intoxicant, with his pupils being very constricted as well. Kenneth did state that a baseball bat was held, but only because he was trying to tell [REDACTED] that he had protection if they needed it. Due to the statement by Deputy Cook, and Deputy Cook informing me that another witness confronted him inside the store to come outside and handle the situation, this led me to believe that Kenneth Clifton did disturb and endanger the public peace and decency by holding the baseball bat and yelling in public, exhibiting riotous conduct.I then placed Kenneth Clifton under arrest for Disorderly Conduct, placing him in handcuffs, checking for fit and double lock. I then secured Kenneth in the back of my Patrol Vehicle. After doing so, I was able to speak with the initial witness that first alerted Deputy Cook of the disturbance. The witness was [WITNESS #1]. [WITNESS #1] explained that he was sitting in the Food City parking lot, where he heard a guy “hollering,” for 10-15 minutes at somebody. [WITNESS #1] continued, stating that while he was walking into Food City, he saw the same guy holding a baseball bat in his hands, continuing to yell. [WITNESS #1] stated he then went inside the Food City, where he alerted Deputy Cook to handle the situation. The “guy” [WITNESS #1] mentions was in fact Kenneth Clifton. [WITNESS #1] completed a Witness Statment in reference.I then transported Kenneth Clifton to the Walker County Detention Center, where he was turned over to Detention Staff without incident.
