Discretion is advised.]On this day, 07/22/24, I, Officer Castillo, and Officer Morang responded to N Glenwood Ave to assist Sargeant Bowen. While en route, multiple callers stated that there was a female on N Glenwood walking across the street with a pushcart with no regard for the vehicles, causing multiple cars to almost crash. Another caller, identified as [VICTIM #1], stated that the female ripped her mailbox out of the ground at [200 BLOCK] E Park St. Another caller, identified as [VICTIM #2], stated she saw the female on the road, and when she went past her, the female threw something at her vehicle.Upon arrival, Sargeant Bowen was already speaking with the female, who was later identified as Misty Sitton. I approached Misty and asked what was going on, and she started walking towards me and was very loud and boisterous. I put my left hand straight up in front of me, giving me space from Misty, and I gave her commands to back up. Misty was saying things out of context that I couldn’t understand, and I told Misty that I couldn’t understand her. Sargeant Bowen then told me to arrest Misty. I approached her left side, and Sargeant Bowen approached her right side. She then tensed up a little bit because she didn’t want to be handcuffed. I managed to handcuff her and double-locked them as well. I did a search incident to arrest with the back of my hand on her person. I then placed her in the back of my patrol vehicle.Officer Morang then ordered me to take pictures of her property in the Grocery Outlet pushcart she had taken out of the Grocery Outlet parking lot. I also took pictures of the mailbox that Misty had ripped out of the ground at [200 BLOCK] E Park St. I then went to speak with the owner of [200 BLOCK] E Park St, who identified as [VICTIM #1]. She stated that Misty came to the property acting very loud and boisterous then she ripped her mailbox out of the ground.Officer Mullinax went and spoke to [VICTIM #2] and asked her what happened. [VICTIM #2] stated she was driving south on N Glenwood Ave when she saw Misty walking west in the middle of the street. [VICTIM #2] stated she was driving past Misty when Misty threw something at her car. Officer Mullinax took pictures of the damage to tins vehicle.Officer Morang returned the pushcart to the Grocery Outlet, and I placed all of Misty’s property in the back of the patrol vehicle for transport.Throughout the whole interaction Misty refelected behavior that of someone who is under the influence of methamphetamine.We transported Misty to the Whitfield County Jail. At the jail I secured my gun in a locker in the sally port. Misty and her belongings were turned over to jail staff. We charged musty on warrantless arrest number 69054, with the following charges:16-7-23 criminal damage to property in the 2nd degree16-7-21 criminal trespass16-11-39 disorderly conduct16-8-21 removal or abandonment of shopping cart40-6-95 pedestrian under the influence of alcohol or drugPrior to and after transporting Misty, the back seat of my patrol vehicle was searched.[End of Narrative].
