On September 21, 2024 I, Pfc C Parker, responded to the area of N Grimes St & Foster St in reference to a disturbance. When I arrived, I saw a woman in a red shirt on one side the yard and a group of people on the other side of the yard of [REDACTED BY AGENCY]. The red shirt on the female that was by herself was half off. I began speaking with a subject in the group of people, [VICTIM #1].
[VICTIM #1] advised the other female, Barbara Fuller, arrived and was acting very strange. [VICTIM #1] advised Fuller was talking strange, talking about how she had come from New Mexico. [VICTIM #1] advised that Fuller ended up walking down the road to the current location. [VICTIM #1] advised that Fuller was yelling and using profanities. [VICTIM #1] advised that Fuller threw her bag at [VICTIM #1] while in the yard of [REDACTED BY AGENCY]. [VICTIM #1] also indicated that she has known Fuller for some time. [VICTIM #1] advised that she thought Fuller might have been under the influence.
I then went to speak with Fuller. Fuller was very erratic, yelled, spoke over me, and appeared to be under the influence of some sort of drug. I noticed Fuller had several items spread over the ground around her, including a can of a margarita style drink. Fuller advised the drink was already there. Fuller’s shirt was half off on her right side. Fuller was not making sense in her ramblings. Fuller stated she did not want any medical help.
I also spoke to a subject that lived at [REDACTED BY AGENCY], [WITNESS #1]. [WITNESS #1] advised he could hear Fuller sitting on his porch talking to herself and repeating herself. [WITNESS #1] advised he did not know Fuller, and stated he did not see Fuller throw her bag at [VICTIM #1].
I also spoke with another individual, [WITNESS #2]. [WITNESS #2] advised she saw Fuller throw her bag at [VICTIM #1].
Due to Fuller’s actions, I placed her under arrest for disorderly conduct. Fuller talked nonstop the entire time I was with her. Fuller tried to resist being placed in handcuffs, and to walk, however she eventually did comply. Fuller was searched, and no contraband was located.
Fuller’s right breast continued to almost become fully exposed. At one point, her breast was fully exposed. Ofc S Herrera placed another shirt on Fuller to try to cover her breast. I also tried to help cover Fuller.
I then transported Fuller to the Whitfield County Jail. While transporting Fuller, she made the spontaneous utterance that she had been given “coke”, a shortened term for cocaine.
Once at the Whitfield County Jail, custody of Fuller, and her property, was turned over to the Whitfield County Jail. I charged Fuller with 16-11-39 disorderly conduct for causing a disturbance and throwing her bag at [VICTIM #1] and 16-11-41 public drunkenness for yelling in a loud and boisterous manner while in a public place & being in an indecent condition on warrantless arrest 69231.
Prior to and after transporting Fuller, the back seat was searched. No contraband was located. Also, prior to and after transporting Fuller, I gave my beginning and ending mileage to dispatch. Fuller advised she is a naturalized US citizen.
