Discretion is advised.]On 6/19/2025 while on marked patrol, I Sergeant Kendrick observed a white male wearing a blue bookbag and holding a white sign on the sidewalk near Ga 27/38. As I got closer, I noticed to be the male subject in question that I spoke to previously about holding a sign begging for money. I used my PA system to tell him that; he cannot be holding a sign begging for money/food. The male subject told me no, it was his 1st Amendment right to be here and to hold his sign. I rolled down my window and activated my body camera and explained to him that he needed to put the sign away and not to be begging in the City of Jesup. The male subject kept saying it was his 1st Amendment right and that I will be sued for violating his rights. He also stated if I was going to take him to jail, then so be it.As I continued to speak with him, he walked away and began holding his sign back up. While he was holding his sign, he went to a vehicle that was behind me and took something from the driver. I stepped out of my patrol vehicle and told him to drop the sign and was placed under arrest. The male subject was Michael Emory. Emory was placed in double locked handcuffs, searched, and placed in the rear seat of my patrol vehicle. Emory was told he was going to jail for Disorderly Conduct and Begging. Emory has been told by me, other officers, and his brother n law, his attorney that, he cannot be begging in the City of Jesup.
