Ms. [VICTIM ] advised that Mr. Mann came and took a bag of her personal items, took their sons cell phone and was yelling and screaming uncontrollably.I spoke to the son, [REDACTED], and he verified Ms. [VICTIM ]’s statement. I also spoke with the neighbor that had complaints of Mr. Mann being outside of the residence yelling and being unruly. Night shift had already been to the residence earlier in the night and had given a warning that if we were called back out to the residence that action would be taken.I notified dispatch that Mr. Mann was under arrest and I would be transporting him to the Toombs County Detention Center.
