On 11/12/2024
at approximately 0643 hours, I, Deputy Anderson, was dispatched to [1100 BLOCK] St Remy Way SE regarding a person shot.
Upon arrival, there were no signs indicating a person had been shot at this location. At that time, 911 Dispatch advised that the caller/ suspect advised she was walking down Kay Terrace and headed to her grandmother’s residence at [1200 BLOCK] Mariner’s Way SE.
I proceeded to Kay Terrace, and at [1100 BLOCK] Kay Terrace, I made with a woman who matched the description of a black female, black pants with a navy blue shirt provided by dispatch, along with three juveniles, one also matching the description given, which was a pink coat. I exited my vehicle and detained the female by placing her in handcuffs, ensuring they were double-locked. I then escorted her to the rear of my car, having already checked the back, thus putting her inside.
At that time, before questioning, I read the female subject her Miranda Rights, and she agreed to speak without any representation present. I then asked her for her name, which she provided, and what had occurred. Ms. Serika Bell advised she was traveling to work at 1765 H 138 Mcdonalds with her boyfriend, Mandela Elmore, as well as her three children, [REDACTED BY AGENCY], [REDACTED BY AGENCY], and a third young child, that is when while approaching her job, Mr. Elmore and herself got into an argument over Mr. Elmore’s new girlfriend.
That is when Mr. Elmore decided that instead of dropping her off at work, he would take her and the kids to her grandmother’s at [1200 BLOCK] Mariner Way. However, traveling south Hwy 20 approaching Curry Cit in the left turn lane, Ms. Bell says Mr. Elmore stopped the vehicle, and that is when she got out of the car and attempted to get her kids out of the rear.
Ms. Bell states Mr. Elmore exited the driver seat, came to her side of the vehicle, and “grabbed my neck and pushed me against the car.” I then asked her if he grabbed the front or back of her neck, and she replied he grabbed the front of her neck, and she was having difficulty breathing. and while he was choking her, she said she was reaching into her purse and was able to get her handgun, a 9mm Springfield Armory Hellcat #BY303788. That is when she drew her firearm and said Mr. Elmore let go of her and stepped away.
Ms. Bell then stated she put her handgun in her left pants pocket, and that is when Mr. Elmore allegedly reapproached her and attempted to choke her again. However, Ms. Bell states Mr. Elmore did not make any physical , but she still discharged her firearm once, striking Mr. Elmore in the leg. Ms. Bell then advised Mr. Elmore to reenter his vehicle and drive off Hwy 20 northbound, and she took her kids and proceeded to walk towards her grandmother’s .
That is when I made with her on Kay Terrace and located the firearm in her left pants pocket. I collected the gun, cleared it, and ensured it was safe. Having escorted Ms. Bell to 911 Chambers Dr for further questioning, I turned over possession of the firearm to Investigator Hunter, who then gave it to Investigator Pugh.
I also gave Ms. Bell’s other property to Sgt. Hinds. I did not speak with any of the juveniles on scene.
