Discretion is advised.]On November 17, 2024, at approximately 2:53PM I, Deputy Burrell responded to [2600 BLOCK] Westchester Pkwy in reference to a Welfare Check. Upon arrival I spoke with the caller identified as [WITNESS ] (D.O.B [REDACTED BY AGENCY]/2004) stated that her mother identified as a [WITNESS ] (D.O.B [REDACTED BY AGENCY]/1967) had taken in three mentally ill patients and that she keeps them locked in the basement of the house.Ms. [WITNESS ] stated that she was cleaning the upstairs and that her and her twin sister identified as a Chirstina Paige Williams Melhado (D.O.B [REDACTED BY AGENCY]/2004) got into a verbal argument and that Ms. [WITNESS ] would call and inform law enforcement of her mothers’ actions.Ms. Chirstina Melhado heard this, and she grabbed the patients and fled the in order to keep the patients a secret from deputies.The victims/patients were as [VICTIM ] (D.O.B [REDACTED BY AGENCY]/1966) A [VICTIM ] (D.O.B [REDACTED BY AGENCY]/1972) and a [VICTIM ] (D.O.B [REDACTED BY AGENCY]/1991).Upon entering the house Ms. [WITNESS ] directed Myself along with Deputy Vandelisle (220) downstairs to the basement area to where the patients were living.Once downstairs, myself and Deputy Vandelisle observed a living room with one small tv and two bedrooms across of one another along with a bathroom in the deep left corner that had wooden planks covering the window.Ms. [WITNESS ] stated that the patients medicine is locked away from them and that they only eat three meals a day and for the most part they are locked downstairs in the basement until its time to eat.Ms. [WITNESS ] also stated that her mother collets the disability checks from the patients and that the patients never see any of the money.After speaking to Ms. [WITNESS ], the owner Ms. [WITNESS ] called her the other daughter (Christina) stating that she is in New York and that the three individuals were not patients but tenants and that the disability checks were the rent that they were paying for the room and board.Ms. [WITNESS ] stated that Ms. [WITNESS ] has a mental illness that cause her to out lash towards family members. After hearing this Ms. [WITNESS ] became irate stating that her family is always lying on her and that she doesn’t do anything wrong.Ms. [WITNESS ] was detained due to her actions involving screaming and cussing at family members along with deputies.From this point Ms. Christinia was placed into custody due of her leaving the scene with the individuals once deputies were dispatched to the location.This when Ms. [WITNESS ] stated that the paperwork for the three individuals was upstairs in her bedroom but that the door was locked, and she had the key.Investigator Jones (326) arrived on scene and took control of the investigation.[End of Narrative].
