Discretion is advised.]On 1/26/25 I Deputy McFarland #3104 responded to [3200 BLOCK] Ga HWY 20 SE in reference to an animal complaint. Upon my arrival, I could immediately smell the odors of the deceased animals emitting from the yard. I spoke to Officer Hopkins with Animal Control who was on scene and stated that the owners (Willie Hubbard) and (Brenda Darby) have several dead dogs on the property decomposing in the same cages as three lives animals and they suspect that the animals were neglected to the point of causing their deaths, so they had immediate concerns for the safety of the living dogs still on the property. Mr. Hubbard could not provide me much information on Ms. Darby or her whereabouts.When I attempted to make with (Brenda Darby) she was not at the the only resident there was the other owner (Willie Hubbard). When I asked Mr. Hubbard what happened to the animals he stated that his ex-girlfriend Brenda Darby moved into the a few years ago and originally only had two dogs, but those two dogs pro-created and thats how they ended up with 6 dogs total. The dogs were in cages all throughout the backyard of the property and he stated that because they were her dogs and he is always up around 3am and gone from the residence at work he rarely had any interactions with the animals.I asked Mr. Hubbard if he smelled the extremely strong odors coming from the back of the house as we were standing in the front driveway and his response was “No” but his demeanor was very relaxed and annoyed as if we were bothering him more than the smell of decaying animals on the property was bothering myself as well as the Animal Control Officers on scene.When I asked him about his interactions with the dogs within the last few weeks he stated that on January 4th, 2025 he purchased a small bag of dog food to go outside and feed the dogs because he and [DARBY] broke up weeks prior and she completely left the residence and all the animals there, and because he knew the dogs were out there he claimed he was only willing to use a little but of his money to get a small bag of dogfood to feed them assuming that the food would them over Until he could get animal control to come out and get the dogs.He then stated that when he went outside he noticed 3 of the 6 dogs were deceased and at a minimum two weeks into decomposition so he got in touch with animal control to see about getting the deceased animals removed from the property, but they told him to call the Georgia Department of Transportation in order to get the dogs removed.At the scene he could not provide proof that he ed either Animal control, GDOT, or The Rockdale County Sheriffs Office on January 4th which he claimed he did. Animal control did inform me that they spoke to him that day and he told them he only had dead dogs on the property and they told him to call GDOT because they werent coming out. I asked him what they told him during the conversation and he told me that they kept giving him the run around telling him to call other buisnesses, and nobody ever showed up to remove the dogs.When i asked him exactly how many times over the last few months he went to the backyard to feed the animals he couldnt give me an exact number. His immediate response was “Well i was told that her son was coming to feed the dogs and i never have a reason to go back there so i really didn’t.” I then asked him if he ever spoke to the son or physically saw the son at the residence at any point and he said he did not. Mr. Hubbard has several cameras on the property and told me there is a camera that covers the area of the backyard that the animal cages are staged and stated that he willing to provide any camera footage he can get to access to through his security Company.Mr. Hubbard provided no information regarding Brenda Darby and her current location, when I asked him about the last time he saw her he said she was at the residence Friday 01/24/25 did not attend the animals at all, just grabbed a few personal items from inside the residence and left the with her new boyfriend.Willie Fred Hubbard currently resides at [3200 BLOCK] Ga Hwy 20 with a number of [REDACTED BY AGENCY]Ms. Brenda Darby has the same listed address and no number.
