On 10-09-2024
at approximately 1430 OFFICER BUCHANAN was dispatched to 677 Highway 441 North, Sunshines Beauty Shop and Smokey Ridge Vape Shop, in reference to a male on scene making threats to other people. The victim in this case is [VICTIM ] and [VICTIM ]. The suspect in this case is BRENT FARRAR.
OFFICER BUCHANAN arrived on scene and saw a male who was wearing a green shirt and khaki pants standing outside of SUNSHINES BEAUTY SHOP, and in front of [VICTIM ]. OFFICER BUCHANAN was able to identify the male as BRENT FARRAR due to a previous incident that occurred at 677 Highway 441 North where FARRAR had been arrested for assaulting [VICTIM ]. It should be noted that FARRAR was currently out on bond for the previous incident and had bond conditions to not be around the victim in that case, [VICTIM ]. OFFICER BUCHANAN exited his patrol vehicle and made with BRENT. The interaction between BRENT and OFFICER BUCHANAN was audio and visually recorded on OFFICER BUCHANAN’S body worn camera.
OFFICER BUCHANAN had BRENT sit down. OFFICER BUCHANAN was immediately able to smell a strong odor of an alcoholic beverage coming off of BRENT when he made with him. OFFICE BUCHANAN then asked [VICTIM ] what was going on. [VICTIM ] essentially stated that she had came back from lunch and opened her shop up and her sister, [WITNESS ], had asked her if BRENT was there. [VICTIM ] told her sister he wasn’t but when she turned around BRENT was behind her on the walkway leading to her shop. [VICTIM ] stated that BRENT told her not to even look in his direction, that she was in trouble with him because she did not bond him out of jail when he was arrested previously. (It should be noted that [VICTIM ], and the other witness’ knew that BRENT could not be around [VICTIM ] at the time this incident occurred). BRENT then told [VICTIM ], “[VICTIM ] I will stomp your as”, repeatedly according to [VICTIM ]. This interaction was over heard by [WITNESS ], who works at SUNSHINE BEAUTY SHOP, and [WITNESS ]. OFFICER BUCHANAN then spoke to [VICTIM ] and [WITNESS ]. Both subjects reiterated the same facts that [VICTIM ] stated about BRENT. [VICTIM ] stated that BRENT did stop in front of the door to her business and she told him to get away, and that he couldn’t be around her due to the assault charge. [VICTIM ] stated that BRENT did leave but then came back and tried to get into his old business with a screw driver. [VICTIM ] then stated that BRENT went back outside and that is when he began yelling at [VICTIM ]. OFFICER BUCHANAN patted BRENT down and found keys and a screwdriver in his pocket. OFFICER BUCHANAN confirmed that BRENT still had a key to his old business and the key did in fact open the business. OFFICER BUCHANAN was unsure as to why BRENT tried to use a screw driver to open the door. OFFICER BUCHANAN then called the Rabun County District Attorney’s Office and asked if BRENT had any bond conditions from his previous arrest when [VICTIM ] was the victim. The district attorney’s officer informed OFFICER BUCHANAN that BRENT did have a bond condition, which stated that BRENT could not have direct or indirect with [VICTIM ]. OFFICER BUCHANAN informed the District Attorneys Office of the case and they advised they would review the case in order to determine if he violated his bond conditions. Due to the multiple witness’ hearing BRENT utter the words “whoop your as”, which when used in the violently in the manner that BRENT used them can be considered “fighting words” and put the victim in fear for their safety, as well as BRENT being drunk in public, OFFICER BUCHANAN arrested BRENT. BRENT FARRAR was charged with disorderly conduct and public drunk. OFFICER BUCHANAN also issued a criminal trespass warning to BRENT for 677 HWY 441 NORTH for the owner of the building, [REDACTED]. OFFICER BUCHANAN placed handcuffs on BRENT’S wrists where he checked for tightness and double locked them. OFFICER BUCHANAN then placed BRENT in the back of his patrol vehicle. OFFICER BUCHANAN collected written statement’s from the individuals on scene, and then transported BRENT to the Rabun County Detention Center where he was turned over to the detention staff without incident.
