Hooper was requested by Clayton Police Officer J. Buchanan to meet with them at the 20 Penny in Clayton in reference to a juvenile that was found walking the road.I arrived at 20 Penny and was advised the following:[VICTIM ] [REDACTED BY AGENCY]/2015 stated that he was with his mother (Ashley Jenkins) at [4600 BLOCK] Hwy 76 West when her and her boyfriend got into a verbal argument so they had left in her car, [VICTIM ] stated he had fallen asleep in the car while they were driving and this morning, he woke up still in the car but in the driveway of her moms’ friend’s house in Tiger, Ga at [3300 BLOCK] Old 441 South. ([REDACTED]’s) [VICTIM ] stated he got out of the car and went to knock on the door but nobody ever answered it so he decided to walk to Shadyside apartments. [VICTIM ] stated that he was then picked up by some strangers and they dropped him off at the Shadeyside apartments.[WITNESS ] who lives at Shadyside apartments and knows [VICTIM ] Stated she seen [VICTIM ] walking around outside and noticed his mother’s car wasn’t around so she approached [VICTIM ] and he told her the story of how he got there. [WITNESS ] then took [VICTIM ] into town and got him something to eat and called 911.I then spoke with [VICTIM ] and he told me the same story as he told Ofc. Buchanan. I asked [VICTIM ] if he was scared when he woke up and was alone and couldn’t get anyone to the door and he stated no he wasn’t.I ed the on call investigator and we ed DEFACs and they responded. Ofc A. Chastain took [VICTIM ] to the Clayton Police Department and waited for the case worker to arrive.Ofc. Buchanan and myself then went to [3300 BLOCK] Old 441 S Tiger, Ga. Once on scene we noticed that Ashley Jenkins vehicle was outside of the residence. Ofc. Buchanan and myself knocked on the door for an extended period of time and could smell a strong odor of marijuana emitting from the residence before [REDACTED] answered the door. As soon as the door opened a very strong odor of marijuana lofted out of the residence and we asked where Ashley was at, [REDACTED] stated inside and he told her to come outside.Ashley walked outside and I placed her into handcuffs, checked fit and double locked them and advised her she was detained and read her Miranda rights. Ashley asked where her kid was and I advised her to tell me that answer? She stated “at ” so I asked her if she had left her son at ? And what did she leave him at? Ashley stated “whatever just lock me up” I then asked Ashley if she had anything illegal on her person and advised her of the guard line at the jail and she stated she didn’t have nothing and asked what she was under arrest for. I advised Ashley she was under arrest for cruelty to children and she asked how? I again asked Ashley when was the last time she had seen her son and she stated “in the car” when asked if that was a good place to leave her child for a night she did not answer.Ashley was placed in the back seat of my patrol vehicle that was cleared for contraband prior to transport and I transported her to the Rabun County Detention Center where she was turned over to detention staff with no incident and booked for Cruelty to children in the first degree when she knowingly and intentionally left [VICTIM ] to sleep inside her vehicle on the side of a roadway while she was inside a suspected of smoking marijuana leaving [VICTIM ] deprived of necessary sustenance of shelter and jeopardizing his wellbeing for him to walk .[VICTIM ] was turned over to DEFACS.A warrant was issued for Ashley Jenkins.[End of Narrative].
