Discretion is advised.][NARRATIVE #1 on October 03, 2025]On 10-03-2025 I, Officer Kyle Wood, was dispatched to the area of [100 BLOCK] Poppy Lane in reference to a car crash with someone possibly being ejected from the vehicle. I responded to the scene with my lights and siren activated and when I arrived on scene, I observed a white in color GMC Terrain stopped in the middle of the roadway with heavy damage on the passenger side front of the vehicle.I made contact with subjects standing in the yard of [100 BLOCK] Poppy Lane who stated the other vehicle, a dark colored sedan, left the scene and traveled back towards the end of Poppy Lane. One witness, who did not want to give his contact information, advised a male subject, later identified as Mr. Shamar Cowart, got out of the white suv and went to the driver’s side of the dark colored sedan and began beating on the car.He advised the male opened the driver’s and pulled the female driver out of the sedan and began hitting her and leaving her in the roadway. He advised after he beat the female, he jumped into the driver’s seat of the vehicle and went back towards the end of Poppy Lane. The male subject also advised the female was saying something about her newborn being inside the vehicle as well. After speaking to the male, I checked the vehicle and observed it to still be running and no one inside of it. I also observed the vehicle to have Tennessee tag [REDACTED] displayed on the rear.Officer Moore arrived on scene and I advised him to check the neighborhood and try to locate the dark colored sedan. As Officer Moore went towards the back of the neighborhood, he advised he located the vehicle in the driveway of [100 BLOCK] Poppy Lane and advised he had a male subject running away from the scene. I left the crashed vehicle and went to [100 BLOCK] Poppy Lane to assist Officer Moore. Once at [100 BLOCK] Poppy Lane, Officer Moore advised Mr. Cowart possibly went out the back door and was running through the pecan field behind the residence.After a few short moments, we were advised Mr. Cowart was actually inside of the residence and had not fled from the house. As Officer Moore and I went to make entry into the residence, I observed a white female, identified as Ms. [VICTIM #1], walking away from the front door and her face covered in blood.Once inside the residence, we began searching the downstairs area of the house. While in the kitchen area, I observed an amount of blood on the floor in the kitchen as well as more blood in the hallway next to a child’s car seat that was empty. While checking the downstairs area, Officer Moore and I heard loud steps from the upstairs of the residence. Due to hearing these loud steps, we believed Cowart was upstairs.Officer Moore made contact with Mr. [Cowart]’s mother, Ms. [WITNESS #1], and asked where Cowart was and if he was upstairs. Ms. [WITNESS #1] advised Officer Moore she did not know where he went and did not believe him to be upstairs. After making this statement, I went back to the kitchen area to hold coverage when I observed a bedroom slam shut in the hallway where the blood was located. I advised Officer Moore of this and advised him Cowart was in the room. I began giving verbal commands for Cowart to exit the room and open the door but he was not complying with my commands.While outside of the room, I heard what sounded like Cowart attempting to possibly open the window of the room and escape. At this time, Ms. [WITNESS #1] came to the door and attempted to gain entry but did not know the code for the key pad lock on the door. She began trying to talk Cowart out of the room but he would not listen to her as well. I advised [WITNESS #1] I was going to break the door down due to him not complying.Due to Cowart allegedly commiting the offense of Battery (family violence) and allegedly leaving the scene of an accident, I made the decision to make forced entry into the bedroom to effect an arrest on Cowart. At this time, I began kicking the door in an attempt to make entry and after several attempts, the door gave way and opened. Once the door was opened, I observed the bedroom window to be open and advised other Officer’s of Cowart’s escape out of the window.Officer Moore ran out of the front door and I exited the back door of the residence and began searching for Cowart. While I was in the back yard, Officer Moore advised Cowart was on the roof of the two story residence. I began checking the roof and observed Cowart laying down on the roof in an attempt to hide from Officer’s.I began giving verbal commands for Cowart to get off of the roof and instead of complying, he stood up and ran back towards the front of the house on the roof. I could hear other Officer’s giving him commands to get off of the roof and observed Cowart continue to run back and forth from the front towards the back and back to the front.After running to the front of the house again, it appeared Cowart lost his footing and began sliding down the roof and finally jumping off and to the ground. Once on the ground, Officer’s Moore, Ragsdale and Meeks made contact with Cowart and began attempting to take him into custody. Cowart continued to resist and Officer’s deployed their taser to effect the arrest.After tussling with Cowart for a short period of time, he was finally placed into handcuffs with his hands behind his back. While Officer’s were attempting to place him into handcuffs, Ms. [VICTIM #1] began approaching Officer’s and cursing at them and telling them to stop. By this time, I had made my way back to the front of the residence where they were and stepped in between her and the other Officer’s. I advised her to step back and let EMS check her out due to her severe facial injuries. She continued to act irate but was finally turned over to EMS and Fire personnel for evaluation.Once [VICTIM #1] was turned over to EMS, I made contact with the other Officer’s and Cowart. Cowart was still being passive resistive with Officer’s and I made the decision to get him off of the property and into a car as quickly as possible. I grabbed Cowart by the left arm and began picking him up to place him in a vehicle and he did not want to stand up and walk.Once to his feet, he began slowly walking while I had a hold to his left arm. While walking off of the property, Cowart attempted to break away from my grasp and flee on foot again. Fortunately, he lost his footing and fell to the ground and I never lost grip of him. Cowart began stating he could not breath and he did not try to run away. I advised him he did try to run again and to stand up. Cowart refused to stand up and I began dragging him by his left, upper arm due to him not wanting to walk.Officer Moore and Officer Ragsdale made contact with me and both of them were able to get him to his feet and toted him to the rear of Officer Moore’s patrol vehicle where he was secured. Once secured in the patrol vehicle, I began my investigation into what had transpired.I first attempted to make contact with [VICTIM #1] but she was still irate and would not cooperate with EMS or Law Enforcement. I tried to ask her what happened and she stated she did not want to talk to anybody at all. While attempting to speak to her, I observed her face to be bloody and observed her right eye socket to be swollen as well as her nose appearing to be broke.Due to [VICTIM #1] not cooperating and not wanting to speak to anyone, I went to the dark colored sedan, a 2000 Honda Accord blue in color, parked in the driveway to investigate the damage to the vehicle. Once at the vehicle, I observed the vehicle to have damage to the driver’s side rear of the vehicle that appeared to be caused by the white vehicle stopped in the roadway. I observed the vehicle to have Tennessee tag [REDACTED] displayed on the rear as well.While checking the damage on the vehicle, Cowart continued to act irate inside the rear of Officer Moore’s patrol vehicle. Cowart continuously kicked the window of the patrol car and when Officer Moore opened the door to make contact with him, he attempted to get out of the car. Officer Moore pushed Cowart back into the seat and I went to the other side and pulled Cowart back into the car by grabbing both his left and right arm so Officer Moore could shut the door.I continued my investigation and while doing so, Cowart continued to kick the door and window of the patrol vehicle. Due to his erratic behavior, I advised Officer Moore to go on ahead and transport Cowart to the Police Department and place him in a holding cell. While dealing with Cowart, I was advised by Fire personnel of Ms. [VICTIM #1] being in the back of the ambulance after losing consciousness because of her injuries. After observing the damage on the vehicle, retrieving the tag and getting Cowart removed from the scene, I made contact with Ms. [WITNESS #1].I asked Ms. [WITNESS #1] what happened and she advised it all started earlier today when both Cowart and [VICTIM #1] went door dashing. Ms. [WITNESS #1] advised while door dashing, Cowart and [VICTIM #1] supposedly got into an argument and Cowart put her out. [WITNESS #1] advised she was called by [VICTIM #1] to come and pick her up and when she brought her back to the residence, Cowart and [VICTIM #1] continued to argue. [WITNESS #1] advised the argument escalated and Cowart began to physically beat [VICTIM #1]. [WITNESS #1] stated while Cowart was beating her, she stepped in and pulled Cowart off of [VICTIM #1] to try and stop the assault. [WITNESS #1] advised after she pulled Cowart off of her, [VICTIM #1] took their newborn child and was attempting to leave in her car.[WITNESS #1] stated she did not see Cowart exit the residence but was told by her neice that Cowart took her car, the white GMC Terrain with TN tag [REDACTED]. [WITNESS #1] advised a short time later, Cowart returned to the residence in [VICTIM #1]’s car and brought the newborn back inside the house in the car seat. [WITNESS #1] advised shortly after this, [VICTIM #1] returned on foot and walked into the front door and the argument continued. [WITNESS #1] advised while they were inside the house, we arrived and began searching for Cowart.After speaking with Ms. [WITNESS #1], I went to the Honda Accord and began searching for [VICTIM #1]’s identification to give to EMS. I was able to locate Ms. [VICTIM #1]’s wallet on the passenger seat of the vehicle which contained her license. I retrieved her license from the wallet and retrieved her license number before providing it to EMS. Once EMS had her identification, they left and transported her to Atrium Health in Macon for treatment.Due to testimony given by [WITNESS #1] and the anonymous witness, the location of the white GMC Terrain and the damage sustained on both vehicles, it was determined Mr. Cowart deliberately rammed Ms. [VICTIM #1]’s vehicle in an attempt to stop her from leaving while Ms. [VICTIM #1] and their newborn daughter was in the vehicle.Once stopping [VICTIM #1]’s vehicle, Cowart exited the GMC and began attempting to remove [VICTIM #1] from the Honda. Once forcibly removing [VICTIM #1] from the Honda, he continued to batter her and left her in the street before getting into the driver’s seat of the Honda and returning back to the residence. Once back at the residence, he removed the entire car seat, with the newborn inside, and brought it inside the house. All of this occurring with their newborn daughter in the vehicle with Ms. [VICTIM #1].After gathering all evidence and statements, pictures were taken of the damaged vehicles and the blood throughout the residence. Once pictures were taken, I provided Ms. [WITNESS #1] a case number for the report. After clearing the scene, I went to the Byron Police Department where Cowart and other Officer’s were located and found that Officer Meeks, Officer Ragsdale and Officer Moore had received cuts, scrapes and bruises caused by Cowart’s resistance. I was also advised of the severity of Ms. [VICTIM #1]’s injuries which caused deformation to her face.I spoke to Detective Griffis, Detective Barnes and Captain Hunter about the incident. After speaking with them, Cowart was booked and fingerprinted and charged with 2 counts of Aggravated Assault for intentionally ramming Ms. [VICTIM #1]’s vehicle while she was inside of the vehicle with their newborn. 3 counts of Felony Obstruction due to Officer Meeks, Rasgdale and Moore sustaining injuries during Cowart’s resistance and 1 count of Aggravated Battery due to the severity of Ms. [VICTIM #1]’s injuries. Cowart was also given citations for DUI Less Safe and DUI- Child Endangerment due to Officer Moore smelling the odor of an alcholic beverage coming from his person.Officer Moore advised he read Cowart implied consent but he refused testing. Once booking was completed, Cowart was transported to the Peach County Jail for housing by Officer Moore and Ragsdale. All Officer’s on scene are going to complete supplementals of the incident and also complete the necessary Use of Force reports. The white GMC Terrain left in the roadway was removed by a licensed driver and returned to the residence due to it belonging to Ms. [WITNESS #1].[End of Narrative][NARRATIVE #2 on October 03, 2025]On October 3, 2025, at around 9:30 pm, I, Officer Moore, was dispatched to Poppy Lane in reference to an accident with injuries. While enroute to the call, Officer Wood arrived on scene and informed me that other vehicle left the scene. When pulling into the entrance of the subdivision he informed me this is possible a domestic.Upon my arrival on scene, I spoke to Officer Wood who advised me the other car went west and to see if I could locate the vehicle. After driving past the crash scene, I located the vehicle a few houses down at [100 BLOCK] Poppy Lane. When I exited my patrol vehicle, I made contact with a female at the house who stated he ran out the back door. I went to the back of the house where an unknown person was yelling from behind the fence the guy was running into the woods.After checking the back, I went back to the front of the house to speak where I was informed that the suspect was actually inside the house. At this time, the suspect locked the door on me. An elderly female opens the door and I asked where did the suspect go. At first, she stated she didn’t know but eventually told me he was in the house.Officer Wood informed me that he located the suspect in a locked door in a hallway. The suspect was given verbal commands to open the door but did not. After Officer Wood kicked the door in, it was discovered that the suspect had fled out of a window. I ran outside, toward the side of the house where the window was. I then located the next door neighbors standing on their porch. When asked where the suspect went, they advised me to look up on to the roof of the house. At this time, I was able to locate the suspect was laid out in the crest of the roof trying to hide. The suspect then jumped up and ran to the back of the roof where I was unable to see me.After running on the roof from the back to the front a few different time, the suspect slide off the roof and onto the ground. At this time I deployed both cartiage of my tazer onto the suspected with no effect. Officer Ragsdale also deployed his tazer with on effect. At this time, the suspect was tackled to the ground where he was still resisting arrest. I then followed up with a dry taze to try to get full effect of the tazer but was not able to due to wires not being connected to the tazer anymore.The suspect was secured into handcuffs. Officer wood started to carry the suspect to a patrol car when he tried to pull away. The suspect then went down to the ground. I advised Officer Wood to stop and I would help him get the susepct up and to a patrol vehicle. Due to the suspect being in blood, I asked ems for a pair of gloves before grabbing him.After putting on gloves, I carried Mr. Cowart to my patrol car where he was palced into the back. Mr. Cowart was trying to talk to me and tell me his side of the story. Due to him being in handcuffs, I informed him that I need to read him his Miranda Rights. Mr. Cowart was read his rights and stated he understood. I asked Mr. Cowart if he had anything to drink tonight and he started to tell me about a pre mix alcohol drink that he took. He then stated he was not driving and started to tell a different story of events that happened. After briefly talking to him, I closed my patrol car door and turned the air on for him so he could cool down.I then spoked to Officer Wood about what all occurred. He informed he it started as a domestic dispute at [100 BLOCK] Poppy Lane. He stated that a female and 1 month old baby got into a vehicle to leave from Poppy lane. At this time, Mr. Cowart got into another vehicle and chased after the vehicle. Mr. Cowart hit the other vehicle. After the crash, Mr. Cowart hit the female driver and took the one month old child. He went back to the vehicle he drove and returned back to the house with the child.After talking to Officer Wood, I went back to my patrol vehicle to read Mr. Cowart Georgia Implied Conscent noticed for blood. Before I read him implied consent, I noticed a tazer prong was in Mr. Cowart hand. I had Mr. Cowart step out of the vehicle so I could remove the prong and make sure there was no more prongs attached to him. I safely removed the prong and a bandage was placed over the wound. Mr. Cowart refused the test.A few mintues later, I heard a loud beating sound coming form my patrol vehicle. Mr. Cowart was trying to kick out my back window of my patrol vehicle. I open the door and told Mr. Cowart to stop. Mr. Cowart was trying to get his legs out so I pushed Mr. Cowart back into my partol car and tried to get his legs back in my patrol vehicle. I was unable to get his legs back into my patrol car so Officer Wood had to go to the other side to get him in. Mr. Cowart was placed into shakles.After closing the door, Mr. Cowart started to use his head to bang against the window to break it. I open the door, placed my hands on the back of his neck/shoulder, and pushed him forward to gain compliance of his head and upper body so I couldn’t get hit. After Mr. Cowart stopped, I let go and we swung him around, placed his feet into the floor board, and palced a seat belt on him.I went and got into the driver seat of my patrol car so I could get ready to leave. By the time I got in, Mr. Cowart has already unbuckled his seatbelt. He then started to hit his head against my divided of my patrol vehicle. While exiting my patrol car and going around to open the door, Mr. cowart hit his head again. When I open the door, his head and upper body was starting to fall toward me. I caught Mr. Cowart and pushed him back into the seat. I then position my right hand onto the collarbone pressure point area so I could control him and put his seatbelt back on.While doing this Officer Meeks hits the guy 2 to 3 times. I advised Officer Meeks to stop and step away. I then was able to get Mr. Cowart back into the seat and placed the seatbelt back on him but was unable to get it buckle due to blood. I had ems placed a bandage on his head to control the bleeding from where he busted his head on my window. After this, Mr. Cowart was transported to the Byron Police Department for processing.After completing the booking process, he was transported to the Peach County LEC by Officer Ragsdale and myself.[End of Narrative][NARRATIVE #3 on October 03, 2025]On 10-3-2025 I, Officer Ragsdale, was on patrol within the city limits of Byron, Georgia. While on a vehicle stop I heard radio traffic from Officer Moore stating that the suspect in the accident they were dispatched too was activitly fleeing from them and they needed assistance.Officer Meeks and I responded from my traffic stop to Poppy Lane where we made contact with Officer Moore and Wood, where they were setting a perimiter around the house I then observed a black male wearing an orange shirt running on top of the roof of the house. Officer Moore, Wood, Meeks, and myself were able to surround the house.While doing so the male lost his footing and began sliding down the roof of the house into the flower bed. Officer Moore and I both deployed tasers to the subject who was still activitly attempting to flee. The tasers had little to no effect of the subject and be continued to activitly resist and try to flee. I was able to grab the suspect and place him on the ground and was able to gain control of his left arm by placing him in a modified kamaura arm lock.Officer Meeks and Moore were attempting to gain control of his other arm while the suspect was still activitly resisting by tensing his arms and pulling away from Officers. While the suspect was doing this he dug his fingernails into my left arm causing small scratches and abrasions on my arm. I was finally able to place the suspect into custody and secure him.Officers then sat the suspect up and attempted to take him to the back of a police vehicle. When doing this he began to resist further, this time by acting pulling away from officers then acting as if he could not walk forcing Officers to carry him to the Police Vehicle. Officer Moore and Wood were able to get him into the vehicle after putting gloves on due to the suspect having blood on him.I then helped secure the scene and assisted with attemping to gather any information for officers that were working the case. The suspect then began kicking the rear window of Officer Moore’s patrol vehicle, at this time the suspect was placed in leg irons and transported to the Byron Police Department where he was placed into a holding cell until he was calm enough for the booking process.Officer Moore and I then transported the suspect to the Peach County Sheriffs Office.[End of Narrative]. Once to his feet, he began slowly walking while I had a hold to his left arm. While walking off of the property, Cowart attempted to break away from my grasp and flee on foot again. Fortunately, he lost his footing and fell to the ground and I never lost grip of him. Cowart began stating he could not breath and he did not try to run away. I advised him he did try to run again and to stand up. Cowart refused to stand up and I began dragging him by his left, upper arm due to him not wanting to walk.
Officer Moore and Officer Ragsdale made contact with me and both of them were able to get him to his feet and toted him to the rear of Officer Moore’s patrol vehicle where he was secured. Once secured in the patrol vehicle, I began my investigation into what had transpired.
I first attempted to make contact with [VICTIM #1] but she was still irate and would not cooperate with EMS or Law Enforcement. I tried to ask her what happened and she stated she did not want to talk to anybody at all. While attempting to speak to her, I observed her face to be bloody and observed her right eye socket to be swollen as well as her nose appearing to be broke.
Due to [VICTIM #1] not cooperating and not wanting to speak to anyone, I went to the dark colored sedan, a 2000 Honda Accord blue in color, parked in the driveway to investigate the damage to the vehicle. Once at the vehicle, I observed the vehicle to have damage to the driver’s side rear of the vehicle that appeared to be caused by the white vehicle stopped in the roadway. I observed the vehicle to have Tennessee tag [REDACTED] displayed on the rear as well.
While checking the damage on the vehicle, Cowart continued to act irate inside the rear of Officer Moore’s patrol vehicle. Cowart continuously kicked the window of the patrol car and when Officer Moore opened the door to make contact with him, he attempted to get out of the car. Officer Moore pushed Cowart back into the seat and I went to the other side and pulled Cowart back into the car by grabbing both his left and right arm so Officer Moore could shut the door.
I continued my investigation and while doing so, Cowart continued to kick the door and window of the patrol vehicle. Due to his erratic behavior, I advised Officer Moore to go on ahead and transport Cowart to the Police Department and place him in a holding cell. While dealing with Cowart, I was advised by Fire personnel of Ms. [VICTIM #1] being in the back of the ambulance after losing consciousness because of her injuries. After observing the damage on the vehicle, retrieving the tag and getting Cowart removed from the scene, I made contact with Ms. [WITNESS #1].
I asked Ms. [WITNESS #1] what happened and she advised it all started earlier today when both Cowart and [VICTIM #1] went door dashing. Ms. [WITNESS #1] advised while door dashing, Cowart and [VICTIM #1] supposedly got into an argument and Cowart put her out. [WITNESS #1] advised she was called by [VICTIM #1] to come and pick her up and when she brought her back to the residence, Cowart and [VICTIM #1] continued to argue. [WITNESS #1] advised the argument escalated and Cowart began to physically beat [VICTIM #1]. [WITNESS #1] stated while Cowart was beating her, she stepped in and pulled Cowart off of [VICTIM #1] to try and stop the assault. [WITNESS #1] advised after she pulled Cowart off of her, [VICTIM #1] took their newborn child and was attempting to leave in her car.
[WITNESS #1] stated she did not see Cowart exit the residence but was told by her neice that Cowart took her car, the white GMC Terrain with TN tag [REDACTED]. [WITNESS #1] advised a short time later, Cowart returned to the residence in [VICTIM #1]’s car and brought the newborn back inside the house in the car seat. [WITNESS #1] advised shortly after this, [VICTIM #1] returned on foot and walked into the front door and the argument continued. [WITNESS #1] advised while they were inside the house, we arrived and began searching for Cowart.
After speaking with Ms. [WITNESS #1], I went to the Honda Accord and began searching for [VICTIM #1]’s identification to give to EMS. I was able to locate Ms. [VICTIM #1]’s wallet on the passenger seat of the vehicle which contained her license. I retrieved her license from the wallet and retrieved her license number before providing it to EMS. Once EMS had her identification, they left and transported her to Atrium Health in Macon for treatment.
Due to testimony given by [WITNESS #1] and the anonymous witness, the location of the white GMC Terrain and the damage sustained on both vehicles, it was determined Mr. Cowart deliberately rammed Ms. [VICTIM #1]’s vehicle in an attempt to stop her from leaving while Ms. [VICTIM #1] and their newborn daughter was in the vehicle.
Once stopping [VICTIM #1]’s vehicle, Cowart exited the GMC and began attempting to remove [VICTIM #1] from the Honda. Once forcibly removing [VICTIM #1] from the Honda, he continued to batter her and left her in the street before getting into the driver’s seat of the Honda and returning back to the residence. Once back at the residence, he removed the entire car seat, with the newborn inside, and brought it inside the house. All of this occurring with their newborn daughter in the vehicle with Ms. [VICTIM #1].
After gathering all evidence and statements, pictures were taken of the damaged vehicles and the blood throughout the residence. Once pictures were taken, I provided Ms. [WITNESS #1] a case number for the report. After clearing the scene, I went to the Byron Police Department where Cowart and other Officer’s were located and found that Officer Meeks, Officer Ragsdale and Officer Moore had received cuts, scrapes and bruises caused by Cowart’s resistance. I was also advised of the severity of Ms. [VICTIM #1]’s injuries which caused deformation to her face.
I spoke to Detective Griffis, Detective Barnes and Captain Hunter about the incident. After speaking with them, Cowart was booked and fingerprinted and charged with 2 counts of Aggravated Assault for intentionally ramming Ms. [VICTIM #1]’s vehicle while she was inside of the vehicle with their newborn. 3 counts of Felony Obstruction due to Officer Meeks, Rasgdale and Moore sustaining injuries during Cowart’s resistance and 1 count of Aggravated Battery due to the severity of Ms. [VICTIM #1]’s injuries. Cowart was also given citations for DUI Less Safe and DUI- Child Endangerment due to Officer Moore smelling the odor of an alcholic beverage coming from his person.
Officer Moore advised he read Cowart implied consent but he refused testing. Once booking was completed, Cowart was transported to the Peach County Jail for housing by Officer Moore and Ragsdale. All Officer’s on scene are going to complete supplementals of the incident and also complete the necessary Use of Force reports. The white GMC Terrain left in the roadway was removed by a licensed driver and returned to the residence due to it belonging to Ms. [WITNESS #1].

[NARRATIVE #2 on October 03, 2025]
On October 3, 2025, at around 9:30 pm, I, Officer Moore, was dispatched to Poppy Lane in reference to an accident with injuries. While enroute to the call, Officer Wood arrived on scene and informed me that other vehicle left the scene. When pulling into the entrance of the subdivision he informed me this is possible a domestic.
Upon my arrival on scene, I spoke to Officer Wood who advised me the other car went west and to see if I could locate the vehicle. After driving past the crash scene, I located the vehicle a few houses down at [100 BLOCK] Poppy Lane. When I exited my patrol vehicle, I made contact with a female at the house who stated he ran out the back door. I went to the back of the house where an unknown person was yelling from behind the fence the guy was running into the woods.
After checking the back, I went back to the front of the house to speak where I was informed that the suspect was actually inside the house. At this time, the suspect locked the door on me. An elderly female opens the door and I asked where did the suspect go. At first, she stated she didn’t know but eventually told me he was in the house.
Officer Wood informed me that he located the suspect in a locked door in a hallway. The suspect was given verbal commands to open the door but did not. After Officer Wood kicked the door in, it was discovered that the suspect had fled out of a window. I ran outside, toward the side of the house where the window was. I then located the next door neighbors standing on their porch. When asked where the suspect went, they advised me to look up on to the roof of the house. At this time, I was able to locate the suspect was laid out in the crest of the roof trying to hide. The suspect then jumped up and ran to the back of the roof where I was unable to see me.
After running on the roof from the back to the front a few different time, the suspect slide off the roof and onto the ground. At this time I deployed both cartiage of my tazer onto the suspected with no effect. Officer Ragsdale also deployed his tazer with on effect. At this time, the suspect was tackled to the ground where he was still resisting arrest. I then followed up with a dry taze to try to get full effect of the tazer but was not able to due to wires not being connected to the tazer anymore.
The suspect was secured into handcuffs. Officer wood started to carry the suspect to a patrol car when he tried to pull away. The suspect then went down to the ground. I advised Officer Wood to stop and I would help him get the susepct up and to a patrol vehicle. Due to the suspect being in blood, I asked ems for a pair of gloves before grabbing him.
After putting on gloves, I carried Mr. Cowart to my patrol car where he was palced into the back. Mr. Cowart was trying to talk to me and tell me his side of the story. Due to him being in handcuffs, I informed him that I need to read him his Miranda Rights. Mr. Cowart was read his rights and stated he understood. I asked Mr. Cowart if he had anything to drink tonight and he started to tell me about a pre mix alcohol drink that he took. He then stated he was not driving and started to tell a different story of events that happened. After briefly talking to him, I closed my patrol car door and turned the air on for him so he could cool down.
I then spoked to Officer Wood about what all occurred. He informed he it started as a domestic dispute at [100 BLOCK] Poppy Lane. He stated that a female and 1 month old baby got into a vehicle to leave from Poppy lane. At this time, Mr. Cowart got into another vehicle and chased after the vehicle. Mr. Cowart hit the other vehicle. After the crash, Mr. Cowart hit the female driver and took the one month old child. He went back to the vehicle he drove and returned back to the house with the child.
After talking to Officer Wood, I went back to my patrol vehicle to read Mr. Cowart Georgia Implied Conscent noticed for blood. Before I read him implied consent, I noticed a tazer prong was in Mr. Cowart hand. I had Mr. Cowart step out of the vehicle so I could remove the prong and make sure there was no more prongs attached to him. I safely removed the prong and a bandage was placed over the wound. Mr. Cowart refused the test.
A few mintues later, I heard a loud beating sound coming form my patrol vehicle. Mr. Cowart was trying to kick out my back window of my patrol vehicle. I open the door and told Mr. Cowart to stop. Mr. Cowart was trying to get his legs out so I pushed Mr. Cowart back into my partol car and tried to get his legs back in my patrol vehicle. I was unable to get his legs back into my patrol car so Officer Wood had to go to the other side to get him in. Mr. Cowart was placed into shakles.
After closing the door, Mr. Cowart started to use his head to bang against the window to break it. I open the door, placed my hands on the back of his neck/shoulder, and pushed him forward to gain compliance of his head and upper body so I couldn’t get hit. After Mr. Cowart stopped, I let go and we swung him around, placed his feet into the floor board, and palced a seat belt on him.
I went and got into the driver seat of my patrol car so I could get ready to leave. By the time I got in, Mr. Cowart has already unbuckled his seatbelt. He then started to hit his head against my divided of my patrol vehicle. While exiting my patrol car and going around to open the door, Mr. cowart hit his head again. When I open the door, his head and upper body was starting to fall toward me. I caught Mr. Cowart and pushed him back into the seat. I then position my right hand onto the collarbone pressure point area so I could control him and put his seatbelt back on.
While doing this Officer Meeks hits the guy 2 to 3 times. I advised Officer Meeks to stop and step away. I then was able to get Mr. Cowart back into the seat and placed the seatbelt back on him but was unable to get it buckle due to blood. I had ems placed a bandage on his head to control the bleeding from where he busted his head on my window. After this, Mr. Cowart was transported to the Byron Police Department for processing.
After completing the booking process, he was transported to the Peach County LEC by Officer Ragsdale and myself.

[NARRATIVE #3 on October 03, 2025]
On 10-3-2025 I, Officer Ragsdale, was on patrol within the city limits of Byron, Georgia. While on a vehicle stop I heard radio traffic from Officer Moore stating that the suspect in the accident they were dispatched too was activitly fleeing from them and they needed assistance.
Officer Meeks and I responded from my traffic stop to Poppy Lane where we made contact with Officer Moore and Wood, where they were setting a perimiter around the house I then observed a black male wearing an orange shirt running on top of the roof of the house. Officer Moore, Wood, Meeks, and myself were able to surround the house.
While doing so the male lost his footing and began sliding down the roof of the house into the flower bed. Officer Moore and I both deployed tasers to the subject who was still activitly attempting to flee. The tasers had little to no effect of the subject and be continued to activitly resist and try to flee. I was able to grab the suspect and place him on the ground and was able to gain control of his left arm by placing him in a modified kamaura arm lock.
Officer Meeks and Moore were attempting to gain control of his other arm while the suspect was still activitly resisting by tensing his arms and pulling away from Officers. While the suspect was doing this he dug his fingernails into my left arm causing small scratches and abrasions on my arm. I was finally able to place the suspect into custody and secure him.
Officers then sat the suspect up and attempted to take him to the back of a police vehicle. When doing this he began to resist further, this time by acting pulling away from officers then acting as if he could not walk forcing Officers to carry him to the Police Vehicle. Officer Moore and Wood were able to get him into the vehicle after putting gloves on due to the suspect having blood on him.
I then helped secure the scene and assisted with attemping to gather any information for officers that were working the case. The suspect then began kicking the rear window of Officer Moore’s patrol vehicle, at this time the suspect was placed in leg irons and transported to the Byron Police Department where he was placed into a holding cell until he was calm enough for the booking process.
Officer Moore and I then transported the suspect to the Peach County Sheriffs Office.
