, at 1559 hours, I, Dep. Moore, was dispatched to [100 BLOCK] Brock Dr. in reference to a Dispute. I arrived on the scene and spoke with [VICTIM ], the complainant.
[VICTIM ] stated the following: My son, Juvenile [REDACTED], was cutting the grass, and our neighbor, Jack Boone, came outside and told my son that he was going to snap his neck and kill him. [VICTIM ] stated that her neighbor was Jack Boone, and he was intoxicated.
Myself and Dep. Hammbrick 247 went to [100 BLOCK] Brock Dr to speak with Jack; Jack came out and informed us that he was unarmed and started to empty his pockets. We did not tell Jack to empty his pockets; Jack also lifted his shirt, spun around, and said to us that he didn’t want to be shot because he watched the news. We tried to explain why we were there, but he continued interrupting us. Eventually, Jack stated that he came outside and spoke with the juvenile. He asked him when he would be done cutting the grass and about the project they were working on.
I asked Jack for his driver’s license, but he refused. I then asked for his name and date of birth, but he also refused. Dep. Hammbrick informed me that I could arrest Jack for OCGA 16-10-24, Obstructing or Hindering Law Enforcement. At the time, I felt there was no need to make an arrest because the parties were already separated, and there was no further conflict at the time of the incident.
I went and spoke to the Juvenile and [VICTIM ] and informed them that since there were conflicting stories, no arrest was going to be made. I also told them to record any more with Jack and call 911. When we left the scene, no parties were outside; they were separated. I returned to service; I have nothing further at this time.

On 10/06/24 I was dispatched to the listed address in reference to a dispute. While enroute to the scene I received a phone call from Deputy Hambrick 247 who informed me that Deputy Moore 207 and he had been out there earlier on report # 2024
-10060064. He informed me that Jack Boone, the arrestee, was their subject from earlier and [VICTIM ], the victim, was also their victim earlier. Also while enroute dispatch informed me that Jack was stating he was being chased by a man with a hatchet.
When I arrived on scene I made with [VICTIM ] who showed me a video of Jack standing on the property line swearing at them and stating that he would kill them including juvenile [REDACTED]. After watching the video I went next door to make with Jack. Jack came outside to speak to me and I asked him what made him call. Jack was unable to form a coherent sentence and properly speak to me. I asked him about the man with the hatchet and he stated that it never happened and he wanted to call the cops on his neighbors since they called the cops on him. At that moment I detained and arrested Jack due to the terroristic threats and false report of a crime.
While enroute to the jail Jack began swearing at me and told me that he would cut my head off. A few minutes passed and he also stated that he could blow my head off. I then arrived at the Paulding County detention facility to turn Jack over. While turning Jack over he began swearing and becoming irate with staff. Once Jack got changed over into the jail’s outfit he looked at staff, gritted his teeth while balling up his fist and told staff that he did not mind getting another charge. When Jack did that, it put me in a fear of receiving bodily harm in the form of a punch. However we ignored Jack did not listen to him and just escorted him into a holding cell. I then left the jail and went back in service. Warrants were obtained for all charges listed. The video of the incident is attached in the Sheriff’s I drive.
