On October 13, 2024
, at approximately 2342 hours, I, Officer Alarid (Badge 721) was patrolling the city of Hiram in the area of Jimmy Lee Smith Pkwy and Watts Rd. I then noticed a white BMW X3 (GA Tag: [REDACTED]) traveling in the eastbound straight lane on Jimmy Lee Smith Pkwy turn right onto Watts Rd. The driver, later identified as Inna Kato, then made an improper u-turn by crossing a solid double yellow line on a 2-lane roadway and turning back onto the eastbound straight lanes of Jimmy Lee Smith Pkwy. I then got behind the vehicle and activated my emergency equipment. The car then made a U-turn from the eastbound turn lane in front of the Walmart at 4166 Jimmy Lee Smith Pkwy, Hiram, GA 30141.
Once the vehicle had made a U-turn into the westbound lanes, I then continually used my lights and siren to signal the driver to stop, however, the driver failed to stop and traveled at approximately 45 to 50 MPH. The vehicle then stopped at the Jimmy Lee Smith Pkwy and Atlanta Highway traffic signal. Officer Jackson (Badge 716) and Captain Wilson (Badge 703) pulled his vehicle in front of Ms. Kato to stop the vehicle from driving forward. I then exited my vehicle and unholstered my department-issued firearm, a Glock 45 (BSFD135), and began giving loud verbal commands for Ms. Kato to turn the vehicle off. Ms. Kato then drove forward toward Officer Jackson almost striking him. Officer Jackson then moved out of the path of the vehicle to prevent being struck.
All officers then got into our vehicles and began pursuing Ms. Kato. Captain Wilson then authorized the pursuit and I notified dispatch of the pursuit. Ms. Kato made a U-turn at Jimmy Lee Smith Pkwy and Breezy Valley Conn and entered the eastbound lanes of Jimmy Lee Smith Pkwy. During the pursuit, Ms. Kato reached the speed of 70 MPH in a 45 MPH zone which is 25 MPH above the posted speed limit. Ms. Kato continued eastbound and approached a red light at Wendy Bagwell Pkwy and Bill Carruth Pkwy, she then failed to obey a traffic control device and went through the intersection. Ms. Kato then continued eastbound into Cobb County. Ms. Kato then turned left onto Florence Rd from Jimmy Lee Smith Pkwy. Ms. Kato then turned into Autumn Run Dr and attempted to make a U-turn by driving onto the curb. I then turned down Autumn Run Dr and Ms. Kato’s vehicle then turned in front of mine. I then struck the rear driver-side bumper of Ms. Kato’s vehicle with the front push bumper of my vehicle. Ms. Kato’s vehicle was then blocked by Officer Jackson and Officer Jones’s (Badge 729) vehicle collided with hers.
Myself, Officer Jackson, Officer Jones, and Officer Ducasse (Badge 715) then exited our vehicles and approached with our firearms drawn giving loud verbal commands. I then approached from the passenger side where Juvenile was in the front passenger seat. I then opened the door to the passenger side and attempted to get Juvenile out of the vehicle. Ms. Kato then grabbed Juvenile and used her to shield herself from me. I was then able to get Juvenile out of the vehicle and holstered my firearm. I then unholstered my department-issued taser, Taser 10 (S/N: T19C76835), I then gave verbal commands to Ms. Kato to stop resisting, however, she refused to comply.
I then deployed two prongs from my taser striking Ms. Kato in her right side stomach and right thigh and achieved neuromuscular incapacitation. Ms. Kato then was able to pull the prong from her thigh out as I attempted to reenergize the taser for a second time Ms. Kato continued to resist. I then deployed a third prong into Ms. Kato’s right calve achieving neuromuscular incapacitation again and allowing other officers to remove and secure Ms. Kato into handcuffs and was then ed. Two bottles of prescription medication were found on Ms. Kato that was prescribed to her and a passport was found. Ms. Kato continually fought even into handcuffs and kicked Officer Ducasse. Ms. Kato was then placed into the rear of Officer Jones’s vehicle with the seatbelt secured. Ms. Kato’s vehicle was then ed, however, no items belonging to the incident were found. I then read Ms. Kato her Miranda Rights but Ms. Kato was making incoherent statements and seemed to lose focus, she was not asked any questions about the crime.
During the incident, there were two dogs inside the vehicle, and one of the dogs jumped out of the vehicle. Juvenile attempted to capture the dog but the dog then bit her on the right hand. Due to the pursuit and injuries sustained on the scene, Ms. Kato and Juvenile were transported to the hospital with Ms. Kato being transported by Officer Jones and Officer Ducasse and Juvenile by ambulance. Animal control then retrieved the two dogs that were inside of the vehicle. The vehicle was impounded by Bradley’s Customs.
Ms. Kato was seen and released from Cobb Hospital, she was then transported to the Paulding County Adult Detention Center by Officer Jones and Officer Ducasse where custody was transferred to jail staff and she was booked in. Juvenile was transported from Cobb Hospital to the Hiram Police Department to meet with DFCS to find a guardian for her. [REDACTED] who is Juvenile ’s father arrived at the police department and took custody of the juvenile. A DFCS report was created for this incident.
