Discretion is advised.]On May 22, 2024, at approximately 0900 hours a physical altercation was captured on cctv at the Coweta County Detention Center located at 560 Greison Trail Newnan, Georgia 30263. The aggressors involved in the altercation were determined to be Donnie Joe Veal Jr. W/M DOB [REDACTED BY AGENCY]1980 and Dedre Darkel Arnold B/M DOB [REDACTED BY AGENCY]/2006. Inmate Arnold was assigned to cell 220 in section B3. The altercation took place inside of cell 119 which is in section B3. The victim, [REDACTED BY AGENCY] W/M DOB [REDACTED BY AGENCY]1990 was assigned to cell 119 in section B3.At approximately 0853 hours, inmate Arnold entered cell 119 and exited the cell with a bulge on the left side of his jumpsuit above the waistline. Inmate Arnold exits the cell at approximately 0854 hours and enters cell 118 closing the door behind himself. Inmate Arnold walked out of cell 118 approximately and walks upstairs to his assigned cell, 220, with his left hand positioned as if he was trying to support the bulge on the left side of his jumpsuit. Inmate Arnold entered cell 220 and closed the door behind himself. When inmate Arnold exited the cell, he no longer had a bulge on the left side of his jumpsuit. Inmate Arnold was confronted by inmate [REDACTED BY AGENCY] who had been walking laps around the dayroom when inmate Armold entered his cell without inmate [REDACTED BY AGENCY] seeing him.During an interview, Inmate [REDACTED BY AGENCY] stated that his roommate, whom Arnold thought was asleep had witnessed Arnold enter his cell and take some commissary items. Inmate [REDACTED BY AGENCY] stated that Arnold denied going into his cell and/or stealing anything. Inmate [REDACTED BY AGENCY] stated that he and inmate Arnold continued talking about the commissary items while both walking upstairs. Inmate [REDACTED BY AGENCY] stood outside of inmate Arnold’s assigned cell while he continued to speak with inmate Arnold. While inmate [REDACTED BY AGENCY] was speaking to inmate Arnold, inmate Veal came upstairs and walked back and forth between inmate Arnold’s assigned cell and the shower while maintaining a line of sight to the Bpod Tower. Inmate [REDACTED BY AGENCY] stated that while he and inmate Arnold were speaking, inmate Arnold was unbuttoning his jumpsuit. Inmates commonly unbutton and roll their jumpsuits down when preparing to fight. Inmate [REDACTED BY AGENCY] stated that inmate Arnold said, “come in here, look for your stuff, man. I’ve something for you.”Inmate [REDACTED BY AGENCY] goes back to his cell. Inmate Arnold goes downstairs to inmate [REDACTED BY AGENCY] assigned cell and opens the door and begins to enter the cell. Just as inmate Arnold begins to enter the cell, he is struck in the face and falls back onto the floor. Inmate [REDACTED BY AGENCY] then exits the cell where he and inmate Arnold both end up on the floor fighting. While inmate Arnold and inmate [REDACTED BY AGENCY] are fighting, inmate Veal runs across the dayroom while kicking off his jail issued shower shoes. Inmates commonly remove their shower shoes when preparing to fight. Inmate Veal watched the fight from a short distance before striking inmate [REDACTED BY AGENCY] with a closed fist at least twice and kicking him in the face at least once. The fight ended and inmate [REDACTED BY AGENCY] went to his cell. Inmate [REDACTED BY AGENCY] stated that inmates in the section told him to go to his room to clean himself up, as he had blood on his jumpsuit. Inmate Arnold sat at one of the long tables at the far end of the dayroom briefly before going to inmate [REDACTED BY AGENCY] assigned cell and throwing a tablet into the cell. Inmate [REDACTED BY AGENCY] stated that the tablet struck him on the right side of his face.No officers were alerted to the fight. Jail staff found out about the altercation by way of a note that was given to D/O Hughes at approximately 1930 hours. D/O Hughes notified Sgt. Williams about the note. Inmate [REDACTED BY AGENCY] was taken to the infirmary to be evaluated by Nurse [REDACTED]. Nurse [REDACTED] advised that that inmate [REDACTED BY AGENCY] needed to be taken to the hospital to get stitches for a laceration on the right side of his chin and possible ear drum damage. Inmate [REDACTED BY AGENCY] was transported to Piedmont Newnan Hospital located at 745 Poplar Road Newnan, Georgia 30265. Inmate [REDACTED BY AGENCY] was evaluated and diagnosed by [REDACTED] and [REDACTED]. Inmate [REDACTED BY AGENCY] was diagnosed with a contusion of the face, chin laceration, and a perforated ear drum. Sgt. Williams investigated further by ing inmate Arnold’s assigned cell and comparing his most recent commissary receipt to the items in the room. The one item not found on inmate Arnold’s most recent commissary receipt was a bag of “Carolina Reaper” chips. The bag of “Carolina Reaper” chips was on inmate [REDACTED BY AGENCY] most recent commissary receipt. Inmate [REDACTED BY AGENCY] confirmed in the Infirmary that was the only thing that Inmate Arnold stole from him.Inmate Veal and Inmate Arnold were moved to A-pod and placed on Administrative Segregation until they have their disciplinary hearing. Given my knowledge, training, and experience I believe Inmates Arnold and Veal both violated O.C.G.A. 16-5-21 when a jail issued electronic tablet was used “offensively against a person,” and resulted in serious bodily injury; O.C.G.A. 16-5-24 when they, “maliciously caused bodily harm to another by depriving him or her of a member of his or her body, by rendering a member of his or her body useless, or by seriously disfiguring his or her body or a member thereof.” Additionally, I believe inmates Arnold and Veal also violated O.C.G.A. 16-10-56 (b) by committing “an unlawful act of violence…in a penal institution.”Additionally, inmate Wilkins violated O.C.G.A. 16-2-20 when he intentionally aided and abbeted inmates Arnold and Veal by closing the cell door in an attempt to hide or conceal the assault that took place inside of the cell.[End of Narrative]. , at approximately 0900 hours a physical altercation was captured on cctv at the Coweta County Detention Center located at 560 Greison Trail Newnan, Georgia 30263.
