On October 16th, 2024
, I, Dep. Lariscy, responded to Branch Rd in Bishop in reference to a report of an accident with injuries. I arrived at the scene at approximately 1840 hours, Dep. McCart and Dep. Lewis were on scene prior to my arrival. Dep. McCart explained that the victim and the suspect (Arthur Bell) are both neighbors and have been in an ongoing dispute regarding a prior altercation involving Bell’s dog.
On today’s date, the victim was driving his Kawasaki Mule on Branch road and Bell was behind him in his F150 pickup truck. The victim stated that Bell accelerated behind him and made with the rear bumper of the mule and pushed him across the roadway causing him to collide with the cattle fence on the opposite side of the road. The victim showed me the location of the collision. I observed glass from the mule’s right front headlight in the roadway. I have attached photographs of the roadway, and damage to the mule.
Investigations was notified by Dep. McCart prior to my arrival on scene. Investigator Mines ed Bell and requested to meet at his residence to discuss the incident. I accompanied Inv. Mines to Bell’s residence. Bell admitted to running the victim off of the roadway with his truck. Bell stated he felt as if he was being taunted by the victim due to their ongoing dispute. Bell’s vehicle had damage to its front end that was consistent with the damage on the victim’s mule.
With Bell admitting to striking and running the victim off of the roadway I placed him under arrest for Aggravated Assault. I placed handcuffs on Bell behind the back double locking each cuff. Bell was ed incident to arrest and his cell phone and wallet were turned over to his wife per his request. I transported Bell to the Oconee County Jail where he was turned over to on duty jail staff without any further issues.
Injuries to the victim include neck pain / whiplash, and he advised that the paramedics told him he likely had bruised ribs. He was advised to notify investigations if he decided to seek medical treatment at a later time. At this time a warrant application has been filled out with the Oconee County Magistrate Court for Aggravated Assault OCGA 16-5-21.
