Upon arrival, was made with residence and revealed unacceptable living conditions for juveniles under the care of their mother. Department of Family and Children Services and Investigator Hicks responded to the scene.Department of Family and Children Services informed the mother of the two children based on the living conditions, the children would need to be placed into custody of another relative until an investigation was completed. The mother complied and the children were placed with their grandmother at another location.At this time it is still an active investigation.[End of Narrative][NARRATIVE on July 28, 2024]On Sunday 07/28/2024, I Deputy Mountain (9270) along with corporal Williams (9214), Deputy Bullock (9247) and Deputy Caro (9278) responded to [200 BLOCK] Stone Rd in reference to cruelty to children.Upon arrival, I observed a white female toddler, listed victim, looking out of a bedroom window that was partially covered with a pink blanket. I made at the front door of the residence and immediately observed a dog barking. [WITNESS ], listed other, answered the door and escorted me to the listed victim’s bedroom. I observed the door to the victim’s bedroom to be secured shut. “[VICTIM ]’s Room” appeared to have been painted in pink on the outside of her bedroom door. I knocked and then opened the door and the listed victim quickly walked out of the bedroom, directly across the hall. I observed the listed victim to be unclothed wearing only a diaper. I observed the diaper that sagged very low. The straps on the front of the diaper drooped down and the listed victim’s genitals were partially exposed through the diaper. I observed the fabric on the outside of the diaper had begun to fuzz. I also observed that the urine inside of the diaper appeared to be old due to it being a dark yellow to brown color. I observed an unknown white substance in the listed victim’s hair. The substance stuck to the victim’s hair throughout her head. Through attempted conversation, I observed that the victim was non-verbal and/or speech delayed.[WITNESS ] knocked on the door directly across from the victim’s room, to awake the victim’s mother, Anna Roth, listed offender. Moments later, Anna came out of the bedroom and I asked her if the listed victim had been outside of the bedroom today. Anna stated, “she’s been out of her room a good bit.” I then asked Anna what did she eat this morning to which she responded, “Um, I haven’t fed her yet but I did give her juice…” I looked at my watch and observed it to be 3 o’clock in the afternoon. I then notified Anna of the time and asked her has she eaten at all today? Anna stated, “not yet, that I know of.” I then asked Anna if the listed victim had her diaper changed at all to which Anna stated “yes. I changed it this morning when I got her up…” I asked what time did she awake the listed victim and she stated, “Um, like 12.” I asked Anna if she could go feed the listed victim and she did.Inside of the listed victim’s bedroom, I observed what appeared to be a small old hospital bed with a waterproof mattress on top. On top of the mattress, I observed two soiled dirty diapers and an used plate. I observed no sheets or blankets on the bed. I further observed an old bowl of food on the floor next to the bed. Next to the bowl of food, I observed dried fecal matter on the floor. I observed additional dried fecal matter on the wall of the bedroom. I observed a dresser affixed to the bedroom wall near the ceiling. The screws holding the dresser against the wall appeared to be lose or not fully secured. I did not observe a smoke detector inside of the bedroom. I observed that the single bedroom window was open with a metal fence secured to the open portion of the window. I also observed bugs crawling on the bedroom floor.During the time that I was inside of the bedroom and the rest of the residence, I found that I was very hot. I learned that the residence did not have an AC system. Every bedroom inside of the residence had a window AC unit except the listed victim’s bedroom. While inside of the residence, I noticed that there was a endless smell of cigarette usage that lingered heavily.I ed CID Ivestigator Hicks and DFACS worker [REDACTED]. Both responded to the scene. DFACS found unsafe living conditions and removed the victims from the residence. Photos were taken of the listed victim and the inside of the bedroom.
