approximately 22:00 I, Cpl Vannoy and Deputy Dillard responded to [400 BLOCK] Chevelle Dr due to Rachael Stamou being intoxicated, and outside screaming and yelling.
When I arrived to the residence I spoke with [VICTIM ], and asked her to explain to me what happened. [VICTIM ] stated that Rachael Stamou has been drinking all day, and she came outside yelling and screaming. [VICTIM ] stated Rachael Stamou then started to destroy the dash of her car, and when she found out law enforcement was called she went inside to the couch.
I then spoke with [VICTIM ] who advised Rachael Stamou was her sister. [VICTIM ] stated Rachael Stamou has an alcohol problem, and this is a common thing that occurred. [VICTIM ] also stated that Rachael Stamou was outside screaming and yelling, and destroying her vehicle at this time.
I then walked inside of the residence where I made with Rachael Stamou laying on the couch. I asked Rachael Stamou multiple times if she would speak with me where she acted like she was asleep. I then advised Rachael Stamou to stand up where she did so at this time. When I started to place hand cuffs Rachael Stamou fell forward to the couch stating she can not stand up.
I then placed hand cuffs to fit and double lock. Rachael Stamou was then assisted to her feet. As I was walking Rachael Stamou outside she began to pull away from me. Rachael Stamou then started to scream and yell at [VICTIM ], [VICTIM ], and her juvenile daughter. Rachael Stamou was placed in a chair on the front porch where I advised her to stop. I then started to walk Rachael Stamou where she continued to try and pull away. I was able to secure Rachael Stamou in the back seat of my patrol car at this time.
Deputy Dillard arrived on scene while I was collecting information. I advised Deputy Dillard to follow me to the Murray County Jail due to Rachael Stamou behavior. Deputy Dillard also advised dispatch to have jail staff on stand by due to Rachael Stamou intoxicated behavior. I then transported Rachael Stamou to the Murray County Jail without incident. I will be charging Rachael Stamou with disorderly conduct and obstruction through Magistrate Court.
