Once inside I spoke with him and [REDACTED BY AGENCY]. [WITNESS #1] stated that they were all there having a small get together where alcohol was involved. [WITNESS #1] stated that he was in his bedroom when he heard the disturbance in the living room. [WITNESS #1] attempted to record the incident on his cell phone but he stated that Heather slapped it out of his hands and it went into the kitchen sink where it landed in water. [REDACTED BY AGENCY] stated Heather, who is her mother, had shoved her against the wall placing her hands on her shoulders at the base of her neck.The disturbance then went outside where Heather had taken two small juvenile children to her vehicle. While Heather and [WITNESS #1] were outside arguing, [REDACTED BY AGENCY] went to Heather’s vehicle to get the juveniles out due to Heather being under the influence. Heather then realized that [REDACTED] had the kids so she aggressively ripped the small children out of [REDACTED BY AGENCY] arms. The juveniles were in a diaper with no other clothing on with the temperature under 30 degrees.I then left this address and went to [80 BLOCK] Rymer Rd. Spur to locate Heather. I arrived at [80 BLOCK] Rymer Rd. Spur. and made contact with Heather. I asked her what had happened and she gave a brief explanation of her and her fiance had got into an argument. I informed her of what [WITNESS #1] and [REDACTED BY AGENCY] had told me, she acted as if these statements weren’t true. I advised her that there was a video of her ripping her kids out of [REDACTED]’s arms. Heather stated she was drunk and didn’t mean to do that to her kids.I then advised Heather that she was going with me and I placed her under arrest. I cuffed her behind her back and double locked them. After I placed her in the back of my patrol car I went back to the house to inform her family of the situation. I will be taking charges on Heather for cruelty to children in the 2nd degree O.C.G.A 16-5-70 (C). I will aslo be making a DFACS Referral on the two juveniles behalf.[End of Narrative].
