Discretion is advised.]On Tuesday October 14, 2025 I, Deputy Napier, was dispatched to [300 BLOCK] Towaliga Trail at approximately 1024 hours to assist DFCs with checking on the welfare of a juvenile. Upon my arrival at the residence I was told by DFCs that the door to the home was already open and that no one answered or came to the door when DFCs announced their presence.Seeing that the door was open I announced myself before entering the home and received no response. I then entered the home, announcing my presence as I cleared the house and telling anyone inside to make themselves known. Upon approaching the back bedroom I noticed the door to the bedroom was open and that there was someone laying in the bed. I announced myself as I knocked on the bedroom door until the subject woke up.After he got up, I spoke toDonald Fulwoodand informed him that DFCs were there and needed to check on the welfare of his child, [VICTIM #1]. Donald opened the door to [VICTIM #1]’s room and showed me that he was on his bed asleep. Donald then invited the DFCs agent to come in and check on [VICTIM #1].The DFCs agent and I both entered [VICTIM #1]’s room and noticed the unsanitary conditions the child was living in. I noticed that there was petrified fecal matter spread on all four walls along with the mattress the child was sleeping on. The mattress also had no clean sheets on it, openly exposing the feces on the mattress to [VICTIM #1]. [VICTIM #1] was wearing a soiled diaper when we entered the room.Donald stated that [VICTIM #1] throws his feces around the room at night and he and the child’s mother clean it up when they wake up in the morning. When asked where [VICTIM #1]’s mother was, Donald told me she left for work that morning. I asked Donald why the feces had not been cleaned that morning and he stated he just had not woken up to do it yet. The feces on the wall and bed looked to be hardened and appeared to have been there longer than just one night.When asked why [VICTIM #1] had not been cared for yet today, Donald stated that whenever [VICTIM #1] wakes up he knocks on the door of his room and that’s when Donald gets up to care for him. [VICTIM #1] is left in his room completely unsupervised with the door shut until he wakes up and knocks on it. When I entered the house and tried to wake Donald, it took me banging on his open bedroom door and loudly announcing myself to get him up, something I do not think [VICTIM #1] could do from his bedroom.The rest of the house was also left completely unsanitary. Dog and cat feces were left on the carpet of the living room, some of it being petrified with mold on it. When asked about the animal feces in the house, Donald said they have an inside dog that defecates in the house at night and they clean it in the morning. Animal feces were also left around their food storage.DFCs told Donald that he needed to find somewhere for [VICTIM #1] to stay or else he would have to be taken into foster care. [VICTIM #1]’s mother, Savannah Bush, was also notified of what was going on by DFCs and told to come to the house. Savannah arrived at the home approximately 20 minutes after she was told what was going on.Monroe County animal control was notified about the conditions that the animals of the house were kept in and arrived at the home later. The animals at the house, two large mixed breed dogs and four adult cats, were not being properly cared for. Animal control said that all four cats and the two dogs were malnourished and the water they had access to was not clean.Savannah said they were feeding the two dogs cat food because they could not afford to get them dog food. One of the dogs, Rider, was kept in a small kennel outside of the home with no food or water inside the kennel with him. The dog that was kept inside the home, Brat, had abscesses on her back that were not being cared for either.Savannah and Donald were placed under arrest for the conditions they had [VICTIM #1] and their animals living in. Savannah and Donald were placed in handcuffs, checking for tightness afterwards. [VICTIM #1] was then given over to DFCs. The incident was recorded on a body worn camera, number 276. Savannah and Donald were each charged with reckless conduct and six counts of misdemeanor cruelty to animals.
