On Sunday, December 15th, 2024
, at approximately 2346 hrs, I, Deputy Powell, and Sgt. Leggett, were dispatched to the High Falls Inn and Suites on 5047 Highfalls Park Rd. in reference to a physical domestic dispute.
Upon arrival, I made with Sgt. Leggett and a female who identified as [VICTIM ]. She stated the male was outside of their room, room [REDACTED]. [VICTIM ] stated that the male has been drinking and while arguing, he grabbed her phone from her and tossed it on the ground and 911 was called by the phone from impact. We asked if she had any marks on he or if it was phsyical. She stated she does not have any marks because all he did was put his arm against her and take her phone.
Myself and Sgt. Leggett then walked over and made with the male who was identifed as Joseph Raper. Joseph stated that he was trying to take a nap when [VICTIM ] saw that another women had called his cellphone. Joseph then stated that he and his wife, [VICTIM ] were getting a divorce soon. Joseph stated that after verbally arguing, he was going to leave. He then stated that [VICTIM ] approached him and told him that he wasn’t going to leave. Joseph stated he then lifted his arm up to stop her from getting to him and grabbed her phone. He stated he then “tossed” it onto some clothes in the corner of the room and 911 was called by the impact.
I then placed Joseph in handcuffs behind the back. The handcuffs were double locked and checked for fit. I then walked Joseph over to my patrol vehicle where he was placed in the back and escorted to the jail. Joseph was cited for 7.5-2(a)(2) Disorderly Conduct County Ordinance. Joseph was then turned over to the Monroe County Jail Staff.
My patrol vehicle was ed prior to and after transport.
