Discretion is advised.]On Wednesday September 17, 2025 at approximately 1129 hours, I, Deputy Yeager was dispatched to the address of [400 BLOCK] Towaliga TRL. In reference to an animal complaint.Upon arrival I made contact with the Monroe County Animal services director [WITNESS #1] who stated there was four dogs In emaciating condition and one other dog that was dead.[WITNESS #1] stated she received a call from what she believes was a home Insurance Inspector advising her of the very poor health conditioned dogs on the property.When I arrived at the residence I noticed there was garbage and other remains scattered around the property and also the house was burned down. I noticed two older dogs roaming the driveway that were very skiddish and had visible rib cages showing.[WITNESS #1] advised me there was a large animal kennel with a blue tarp cover. [WITNESS #1] stated when she arrived at the residence she noticed the kennel had cinder blocks keeping the door shut. [WITNESS #1] stated when she walked up to the kennel that Is when she noticed two puppies In emaciating condition.When I walked up to the animal kennel I observed the two puppies and also noticed a third dog that was dead and decaying that the other two dogs had been eating. Both of the dogs were very thin showing noticeable rib bones, back bones and tail bones. I observed the two dogs mobility and each time they tried standing up to eat the food and drink water [WITNESS #1] provided for them, they would fall over having no strength to stand up or walk.[WITNESS #1] was able to see a form of mail on the ground next to a trash can with the name of the resident who was last residing at this address [REDACTED]. I then called dispatched and asked them If they were able to get a name and phone number for the resident of this address and they were able to confirm [REDACTED] was the last person to reside here.I made multiple attempts to contact [REDACTED] but was unsuccessful as the calls would go straight to voice mail each time.I then turned the scene over to animal control.Photos were taken of the scene and of the dogs and will be uploaded Into the linked files of the report.[End of Narrative].
