Discretion is advised.]On Wednesday, April 23, 2025 at 1850 hours I was dispatched to [REDACTED BY AGENCY] in reference to a male exposing his genitals in public. I arrived on scene at 1900 hours and activated my body worn camera to make with the complainants, Mr. [VICTIM #1] and [VICTIM #2].Mr. [VICTIM #1] stated he and Ms. [VICTIM #2] were driving down Clubhouse Dr. when they observed a male (Mr. Clarence Adkins) pull down his pants and start to urinate on a telephone pole while facing the road. Ms. [VICTIM #2] gave the same account. Both parties stated they saw Mr. Adkins genitals when he pulled down his pants. Mr. [VICTIM #1] pointed out Mr. Adkins who was sitting on his front porch at [REDACTED BY AGENCY] Sgt. Henning (956) and myself went to talk to Mr. Adkins on his front step and it was immediately apparent that he was intoxicated. Mr. Adkins began speaking and his speech was extremely slurred and often times did not make sense. Mr. Adkins also tried walking away from Sgt. Henning and I. I grabbed Mr. Adkins by the arm and told him to sit down to which he complied.I asked Mr. Adkins if he had urinated outside recently and he stated that he had but he only did it behind his trailer. Mr. Adkins also stated he could pee outside because he was on his property. I then returned to Mr. [VICTIM #1] and asked for clarification on where they saw Mr. Adkins exposing himself and he pointed to a phone pole that was located directly in front of Mr. Adkins on the edge of the road. I went back to Mr. Adkins to look at the telephone pole and observed it to be wet in a way that appeared as though it was urinated on. The wet mark on the pole was located on the side facing the road at an angle that pointed in the direction Mr. [VICTIM #1] and Ms. [VICTIM #2] drove in from.I did observe a dog outside at Mr. Adkins property however, the chain the dog was on would not have reached the telephone pole.Mr. [VICTIM #1] and Ms. [VICTIM #2] both advised they wanted to pursue criminal charges.I then placed Mr. Adkins under arrest for Public Indecency by placing him in handcuffs that were double locked and checked for fit. Sgt. Henning conducted a of Mr. Adkins person with nothing being found. Sgt. Henning transported Mr. Adkins to the Liberty County Jail where he was accepted in by booking without incident. Sgt. Henning advised the rear seat of his patrol car was cleared before and after the transport with no contraband being found.Mr. Adkins was issued a citation for Public indecency.[End of Narrative].
