I was advised that the male party was actively hitting the female party while the 911 call was in progress. I was then informed that the parties had separated and the female was standing by for my arrival.Upon arrival, I made with [VICTIM #1] in the driveway of [100 BLOCK] Riverbend Drive. She advised that she and her estranged husband, Kasey Soles, had been involved in a physical altercation. She stated that he gouged her eye, twisted her arm, and struck her in the back several times. I observed that [VICTIM #1]’s eye was red and that her eyelid appeared swollen. I then asked for Kasey’s location. She informed me that he had gone back to his residence across the yard at [100 BLOCK] Riverbend Drive.After gathering [VICTIM #1]’s information, I proceeded to [100 BLOCK] Riverbend Drive to speak with Kasey. As I approached the residence and began walking up the steps, Kasey opened the door and stepped out onto the porch. He was sweating despite the relatively cool temperature and smelled strongly of alcohol. He was followed closely by two juvenile females, later identified as the couple’s daughters. They were crying and visibly distraught. One of the girls, through tears, stated, “They were making me choose which parent and I didn’t want to.”The girls then ran down the steps toward their mother. As they did, Kasey attempted to stop them. I intervened and instructed him to step back onto the porch. He appeared agitated by my commands and became visibly upset. Due to his behavior and demeanor, I instructed him to turn around so I could place him in handcuffs. When I grabbed his wrist, he pulled away and stated he would not comply. I then drew my issued TASER X2 and aimed it at Kasey, again instructing him to place his hands behind his back. He continued to refuse my commands.I took a few steps back and continued to issue loud verbal commands, which were met with defiance. Believing I had no other reasonable option, I deployed my TASER, striking Kasey in the center of the lower chest and near the waistline. He fell forward onto the porch, and I instructed him to roll onto his front. He complied, and I was able to place him in handcuffs, which were checked for fit and double-locked.Deputy Morris arrived and assisted me in placing Kasey into a folding chair. I then removed the TASER barbs and secured them in the cartridge, which I placed in my back pocket. Kasey repeatedly attempted to stand up, requiring me to physically restrain him several times. Due to his continued noncompliance, I directed him to lie on his stomach on the porch until EMS arrived.While waiting, Kasey verbally demeaned both [VICTIM #1] and myself at length. Upon arrival, EMS checked his vitals, examined the TASER impact sites, and performed an EKG due to an elevated heart rate. Kasey was medically cleared and then escorted to a patrol vehicle by another deputy. He was transported to the Law Enforcement Center (LEC) and turned over to staff without further incident.I then spoke further with [VICTIM #1] and the complainant, [WITNESS #1]. [WITNESS #1] stated that he and Kasey had been talking prior to the incident, as Kasey was upset about his ongoing situation with [VICTIM #1]. Though still legally married, Kasey and [VICTIM #1] had been separated for the past seven years. [WITNESS #1] said Kasey was struggling to move on from the relationship. This was further complicated by [VICTIM #1] recently moving back in with Kasey due to a dispute with her sister who she was living with, who resides at [100 BLOCK] Riverbend Drive. [WITNESS #1] explained that after [VICTIM #1] returned from getting food, she and the children went back to [100 BLOCK]. Kasey and [VICTIM #1] got into an argument, which escalated into a physical altercation. [VICTIM #1] fled to [100 BLOCK] to get away, but Kasey followed and again assaulted her. [WITNESS #1] attempted to restrain Kasey, but Kasey threatened him, saying he would be next if he didn’t stop. [WITNESS #1] managed to call 911, and the parties separated shortly before my arrival.After speaking with [WITNESS #1], I re-examined [VICTIM #1]’s injuries. Her left eye was still red, with bruising on the eyelid consistent with a fingertip. Her right eye was bruised around the socket, consistent with being punched. Her left arm was red, and she reported tingling in her right arm. She was evaluated by EMS but refused transport. I provided her with a case card and advised her to the Sheriff’s Office if additional injuries were discovered. She was also given information for the Crisis Line and the Safe House of Central Georgia and instructed on how to file for a Temporary Protective Order (TPO).Photographs were taken of [VICTIM #1]’s injuries as well as of Kasey.
