On October 26, 2024 I responded to [400 BLOCK] Pinetree Circle along with Sergeant Tatum #4146 in reference to males that were fighting, dispatch advised that they heard screaming and crying. I arrived on scene and determined that [WITNESS #1], [WITNESS #2], Hunter Jarrard, and [WITNESS #3] live at the residence. [WITNESS #2] and Hunter are brothers. [WITNESS #4] and [WITNESS #5] were visiting the residence. They were having a cookout celebrating [WITNESS #3]’s birthday.
I spoke to [WITNESS #1] and [WITNESS #2]. [WITNESS #1] said that Hunter Jarrard had came into the residence and began to yell at [WITNESS #2] about being a bad husband and father. Hunter was drunk at this time and [WITNESS #2]’s children that live at the residence had gone to bed. Hunter was yelling so [WITNESS #2] and [WITNESS #1] made Hunter go outside as his yelling woke the children and they started crying, causing a scene. Once outside in the yard [WITNESS #1] said that Hunter swung on him, missed, and tried to charge at [WITNESS #2]. [WITNESS #1] said that he tackled Hunter to the ground and restrained him so he would not attack [WITNESS #2]. [WITNESS #2] said the same thing as [WITNESS #1]. I asked [WITNESS #1] and [WITNESS #2] if Hunter was acting in a violent and tumultuous manner and they said yes.
I spoke to [WITNESS #4] and [WITNESS #5] who said that Hunter was yelling causing a scene. They said that they saw [WITNESS #1] and Hunter fighting in yard.
[WITNESS #3] said that Hunter was drunk and showed up causing a scene yelling. [WITNESS #3] mentioned that Hunter had marks on him when he came to the residence.
I spoke to Hunter Jarrard who appeared to be under the influence of alcohol, have the odor of an alcoholic beverage, slurred speech, and watery eyes. Hunter said that [WITNESS #1] had attacked him in the yard. Hunter said that in the yard [WITNESS #1] had swung on him first.
Hunter had a conflicting statement from what I was told by [WITNESS #2] and [WITNESS #1]. Hunter had scratches on his face and was dirty. [WITNESS #1] was dirty but had no markings. Hunter said that some of the markings were from him hitting his head earlier this date. All parties declined to write a witness statement.
I placed Hunter Jarrard under arrest for OCGA 16-11-39 Disorderly conduct for entering the residence and yelling in a violent and tumultuous manner towards [WITNESS #2], then starting a physical altercation. I transported Hunter to the Jackson County Jail where he was turned over to jail staff without issue.
