On 07/14/2024
at approximately 2020 hours, I, Ofc. Hunt, was dispatched to [100 BLOCK] Monticello Dr. in reference to a domestic.
Once on scene I made with the victim, [VICTIM ]. Mr. [VICTIM ] advised when he came from work his girlfriend, Rebecca Dollar, accused him of cheating and told him to leave the residence. Mr. [VICTIM ] stated he was gathering items to take with him to stay somewhere else for the night. One of the items Mr. [VICTIM ] gathered was a purple handgun he stated was his sisters. He stated he did not point the weapon at anyone, he only had it in his possession.
Mr. [VICTIM ] stated he then left the residence but realized he left clothes and his phone at the residence. He then returned to the residence and attempted to enter through the front door. He advised Ms. R. Dollar shut the door and locked it preventing him from entering the residence. Mr. [VICTIM ] then kicked in the door to gather his personal belongings in the residence. He advised he then walked into the residence after kicking in the door. He then walked directly to the bedroom he shares with Ms. R. Dollar to gather his personal belongings. During this time he stated he punched a picture framed on the wall of their bedroom, causing it to break. He suffered minor cuts to his right hand and had noticeable bleeding. Mr. [VICTIM ] refused EMS. Mr. [VICTIM ] advised he then attempted to leave the residence with his belongings but Ms. R. Dollar had pushed his motorcycle over causing the right mirror on the handlebar to break.
Ms. R. Dollar informed dispatchers, Mr. [VICTIM ] was homicidal/suicidal and threw a gun at her. Ms. R. Dollar did not provide much information while officers were on scene. When questioned about the incident that happened this date and the reason she called 911, she evaded the questions and repeatedly spoke about incidents that happened months prior. She did advise there is video recording of the incident this date. The video she provided showed Mr. [VICTIM ] walk up to the front door and attempt to turn the handle. The handle did not turn and Mr. [VICTIM ] states “open the door” multiple times before he kicks it in. An interior camera shows when the door is kicked in and Mr. [VICTIM ] does not say anything to Ms. R. Dollar. He walks directly to their shared bedroom to gather his belongings.
In these videos provided, Mr. [VICTIM ] does not appear to have a firearm in his possession. There were gaps in the timestamps of videos Ms. R. Dollar provided. Due to the cameras being motion activated and the amount of movement taking place in the videos, more video evidence should be available. This leads me to believe some videos may have been deleted prior to officers arriving on scene. Ms. R. Dollar was in control of the cameras.
Ms. R. Dollar was advised how to seek her own warrants for incidents she did not report in the past.
Sgt. Delgiorno responded to the scene. Reference his supplement for further regarding witnesses and evidence.
Based off the evidence Sgt. Delgiorno collected and witness statements, Ms. R. Dollar was placed under arrest. A summary of the information gathered was that witnesses observed Ms. R. Dollar pointing her pistol at Mr. [VICTIM ] and threatening him. [REDACTED BY AGENCY] Videos taken by the witnesses were provided to officers. They advised nothing in Mr. [VICTIM ]’s behavior warranted the gun being pointed at him nor the threat. The handcuffs were double locked and checked for fit. Ms. R. Dollar was then transported to the Warner Robins Police Department and processed. Warrants will be sought the next available date.
