On Tuesday, September 10th,2024
, I Deputy Ramsey of the Houston County Sheriff’s Office Patrol Division was dispatched to [200 BLOCK] Southwick Dr in Bonaire at approximately 1654 hours in reference to a domestic incident.
I arrived at the residence and made with (Victim) [VICTIM ] at the driveway. [VICTIM ] advised me his wife (Offender) Lorraine Arnone was attempting to throw away his property without his consent. [VICTIM ] had multiple garage bags around him filled with his items such as ties, jewelry, medical supplies and clothes. [VICTIM ] advised me he did not know the entirety of the contents in the bags or if they were damaged. [VICTIM ] informed me Lorraine had also damaged his CPAP breathing machine by cutting the oxygen tubes and power cords. [VICTIM ] said Lorraine has been drinking throughout the day and her actions came about unprovoked. I concluded my interview with [VICTIM ].
Lorraine was located nearby inside of the garage, and I began to interview her. Upon my approach I viewed Lorraine drinking a “Truly” alcoholic beverage. I asked Lorraine how much alcohol she has drank and she advised me 4-5 “Truly” cans. I asked Lorraine if she put [VICTIM ]’ property into garbage bags and placed it next to the curb for disposal, to which Lorraine replied yes. I asked Lorraine if she had permission from [VICTIM ] to dispose of those items and she said no. I asked Lorraine if she had damaged [VICTIM ]’ CPAP machine by cutting the oxygen tubes and power cords, to which she said yes. I asked Lorraine did she have permission to alter [VICTIM ]’ CPAP machine, and she said no.
I asked Lorraine what her purpose was with throwing away [VICTIM ]’ property and damaging his CPAP machine, to which she replied because he didn’t need them. Lorraine could not provide any logical reason to her actions and only said she did it because [VICTIM ] did not need those items.
I took Lorraine into custody and ed her incident to arrest; I discovered no illegal items. I placed Lorraine into the back of my patrol vehicle and secured her.
Upon viewing the CPAP machine, I saw both the oxygen tubes and power cord was cut. I could not locate the tool which was used to damage the machine. I photographed the damages and will attach them to this report.
Based on my observations and statements made on scene I determined Lorraine to have violated:
O.C.G.A. 16-7-23 Criminal damage to property in the second degree. Lorraine intentionally damaged [VICTIM ]’ CPAP machine without his consent to reach the damages exceeded $500. Reing the make/model of the CPAP machine I discovered it to be a “Caire Companion 5 ECO Oxygen Concentrator” with a MSRP of $799.99.
O.C.G.A. 16-5-102 (a) Exploitation and intimidation of an Elderly person. Lorraine willfully deprived [VICTIM ] of his CPAP machine which is essential to [VICTIM ]’ health as he was prescribed the machine by a medical professional.
Warrants have been applied for and signed.
