at approximately 00:18, I Ofc. Cooley responded to a person in crisis misusing 911.
I was informed per dispatch Mr. [MORGAN] was calling and swearing at the call taker. Mr. Morgan was not making sense and accusing the Houston County Detention Center staff of drugging and raping him. I attempted to speak to Mr. Morgan who I could hear yelling inside and in a state of excited delirium.
I then attempted to speak with his mother who instead slept in the vehicle to avoid the screaming. I informed Mr. Morgan to quit misusing 911 and swearing at dispatch. After the warning, Mr. Morgan again the called and began screaming and swearing at the 911 call taker. I entered to place Mr. Morgan custody after speaking with Sgt. Davis.
Upon entering Mr. Morgan’s room he was in a chair completely nude. I asked him to get dressed to which he responded with no. He was placed in handcuffs and dressed to be transported.
While enroute to HQ to be processed, he continued to speak to himself in the third person as if he was having a conversation with himself.
Mr. Morgan made calls at 2356, 2357, 0017, 0042 each time swearing and cussing at dispatch and not making any sense even after being warned to stop calling if he did not have an emergency as well as to address call takers in a respectful manner.
Mr. Morgan was turned over to booking to be processed.
