On 3/12/24 I, ACO Register, responded to [100 BLOCK] Ignico Dr. Apt. [REDACTED], in reference to abandoned dogs and cruelty.
Upon arrival, I made with a Deputy who advised they were serving an eviction when they observed an emaciated dog, as well as the carcass of another. They advised it appeared that the surviving dog had consumed the deceased dog. I asked if the dogs were black and brown in color, to which he responded that the living dog was black and he presumed the deceased one was brown due to the presence of some fur.
I was familiar with the address as I had just responded here on February 13th in reference to the dogs from this location running unrestrained. I made with a Mr. Kirklun Evans that day. I advised him he could not allow his dogs to roam unrestrained. He advised he was in the process of moving and did not want to leave the dogs alone in the apartment because he was worried they would tear up the inside. He advised he was wanting to re them as he wasn’t sure he could take them with him. I advised him of what he could and couldn’t do. He secured the dogs back inside the residence and left.
Upon entry into the , the Deputy on scene advised the door that enters the hallway was closed, so the dogs had no access to the living room/kitchen area of the apartment. There was several pieces of trash strewn around the apartment. I observed two dispossessories for the apartment with the name Kirklun Evans on both. One was dated September 29th, 2023, and the latest for February 9th, 2024

Once I opened the hallway door, the scent of urine and feces was very strong. I observed several piles of feces, as well as fresh and dried urine spots. I proceeded to the back bedroom, directly across the hall from the master bedroom, where the complainants advised they had shut the dog in. When I opened the door, I observed the female, black/white pitbull laying on a pillow against the right side of the bedroom, behind the door. Directly in front of her was the skull, spine, and ribs, all connected together still, of the second dog. The smell of feces and urine was equally as strong in this room as it was in the hallway. I quickly took photos of the area. After photos I secured the living female into my assigned vehicle.
I collected the deceased dogs remains. The deceased dog was a medium sized, brown, female pitbull. Along with the previously stated remains, I collected what was left of the leg bones. There were a few larger pieces, as well as several small, chewed shards. All of the bones had chew marks from where the remaining dog consumed the deceased one. I did not observe any remaining organs, assuming that the dog also consumed those. The majority of the main tissue that remained on the carcass was the left eye ball and some facial skin on the left side. The majority of the skin and fur had been consumed. I took photos of all the remains.
I observed a take out bowl that possibly could have held food or water for the dogs, but no other bowls were present in the area they were locked in.
Later on in the day, I made with the manager of Cheddar’s. Mr. Evans is listed as working there in locals. The manager verified he still is employed there but was not working today. She advised me that he is scheduled to work at 1600hrs on 3/13/24. I will be attempting with Mr. Evan’s around that time to speak with him regarding the situation.
