On 07/18/2024
at 1824 hours I, Ofc. Jackson and FTO. Opitz, were dispatched to [200 BLOCK] Frances St. in reference to a domestic. Upon our arrival I made with Stevie Felts.
Stevie stated himself along with his son, Chavez Felts, and mother, [WITNESS ] were all outside under the carport. Chavez began to drink and started to get really emotional and was yelling at [WITNESS ] and Stevie. Stevie told Chavez to stop cursing at [WITNESS ], Chavez turned to Stevie and got into a fighting stance. Stevie stated he picked up a metal rod and held it in a ready position to defend himself. Chavez stated “What you gonna do with that?” and swung at Stevie striking him in the face. Stevie took the metal rod and struck Chavez over the head. Chavez then proceeded to strike Stevie in the face and grabbed Stevie pulling into the backyard. Stevie stated Chavez forced him on the ground then got on top of Stevie and kept punching Stevie in the face. Chavez then proceeded to choke Stevie from behind, Chavez eventually let go and forced his hands downward at Stevie ripping his shirt in the process. Stevie stated he picked up a chair from the back yard and held it in front of himself to prevent Chavez from hurting him again. I then made with Chavez.
Stevie appeared to have blood on the top of his head and blood under his left eye, along with a swollen cheek under his left eye. EMS checked him out [REDACTED BY AGENCY] Photos were taken of Stevie’s injuries.
Chavez stated he was outside under the car port with [WITNESS ] and Stevie. They were all drinking and having a good time. Chavez stated he started cussing but not anyone he was just cussing while he was talking with Stevie. Stevie then advised Chavez to stop cursing at [WITNESS ] or he will have to leave. Chavez stated at this time Stevie grabbed a metal rod and presented it. Chavez stated he asked Stevie what he was going to do with that and he proceeded to stand up. Chavez stated Stevie struck him over the head with the metal rod. Chaves advised he is unaware of what happened next that he blacked out and woke up in the backyard with Stevie over him. Chavez stated Stevie then started to him while he was on the ground. Chavez advised they were able to seperate but Stevie picked up a chair and held it high above his head like he was going to throw it at Chavez. Chavez stated at this time the police arrived. I then made with [WITNESS ].
Chavez did have a open gash above his left eye along with a bite mark on his chest. [REDACTED BY AGENCY]. Photos were taken of his injuries.
[WITNESS ] stated they were all outside under the car port, when Chavez started to cuss at her and threaten her. [WITNESS ] stated Chavez threatened to kill her and Stevie told Chavez to stop that and leave. Chavez then turned to Stevie in a threatening way and Stevie then picked up a metal rod. Chavez asked Stevie what is he going to do with that and swung at Stevie, striking him on the head. [WITNESS ] stated Stevie swung back, striking Chavez with the metal rod on the top of his head. They fought their way to the back yard at this time the police arrived. [WITNESS ] advised that Chavez got behind Stevie and began to choke him but this was before the original fight happend. [WITNESS ] was advised on how to obtain a copy if this report.
Warrants will be obtained next date. This report does correspond with 2024
