Karl Darden with the Houston County Sheriff’s Office (HCSO) Criminal Investigations Division (CID) observed a Houston Medical Center Ambulance entering the intersection of Houston Lake Rd and Feagin Mill Rd at a high rate of speed and through a red light.After almost being struck by the ambulance, Sgt. Darden activated the lights on his county vehicle to conduct a traffic stop for the violation. Before pulling into the intersection to make a U-turn and pursue the ambulance, Sgt. Darden observed a Warner Robins Police Unit (WRPD) with emergency equipment activated coming through the intersection and appearing to be following the ambulance.Sgt. Darden completed the U-turn and observed the ambulance continuing to travel north on Houston Lake Rd at a high rate of speed, pulling away from the WRPD unit. Sgt. Darden advised dispatch he was attempting to catch up to the ambulance and that it appeared to be fleeing law enforcement. Sgt. Darden, with his emergency equipment activated, continued to follow the ambulance north on Houston Lake Rd behind the WRPD unit.While approaching the intersection of Houston Lake Rd and Russell Pkwy, Sgt. Darden observed the WRPD unit turn off its emergency equipment and continue to follow the ambulance. Sgt. Darden could see the ambulance had left the roadway, traveling through the grass field on the southeast corner of Russell Pkwy and Houston Lake Rd. When the ambulance got to Russell Pkwy via the field, it hit the embankment, causing the front bumper to come off the vehicle and the passenger-side sliding door to detach from the vehicle.The ambulance hit the embankment with such force that the vehicle continued past it and onto the roadway of Russell Pkwy, traveling eastbound. It appeared that the ambulance was not working correctly because the vehicle appeared to be slowly rolling toward Carl Vinson Pkwy. Sgt. Darden could see the driver’s door open several times and believed the driver of the vehicle was about to bush bond and flee from the vehicle. The vehicle continued to roll east on Russell Pkwy, gaining speed as it rolled down the slight grade of Russell Pkwy before turning onto Carl Vinson Pkwy.Once on Carl Vinson Pkwy, Sgt. Darden pulled to the driver’s side of the vehicle to keep eye with the driver in case they ran. The door opened, and a black male started to jump out. Sgt. Darden could see the driver was wearing paper scrubs and had a wrap on his left arm “like they just had blood drawn.” Sgt. Darden put the passenger side fender next to the driver’s door to prevent the driver from jumping out and running across Carl Vinson Pkwy into oncoming traffic. The driver never put the vehicle into park and opened the door wide to exit, causing the door to strike Sgt. Darden’s right front fender.Sgt. Darden put his vehicle in park and exited, giving the male loud verbal commands to get on the ground while at gunpoint. The male refused to follow instructions to get on his stomach with his arms out after several commands. Sgt. Darden pushed the male between his shoulder blades with the bottom of his foot, which assisted the male to lie face down on the ground, where he was then placed into restraints.Once the male was secured in restraints behind his back, they were double-locked and checked for proper fit. The male was placed into the rear of a patrol car at the scene. Sgt. Darden checked the ambulance to ensure there wasn’t anyone else still located inside the vehicle. At this time, Sgt. Darden was informed that the ambulance was stolen from the Middle Flint Mental Facility at 940 Highway 96 Warner Robins, Houston County, Georgia 31088.Capt. Chambers and Lt. Odom arrived at the scene with other patrol officers to assist with the incident. The scene was released to Capt. Chambers, who ensured it was photographed for proper documentation. Sgt. Mitchelson arrived at the scene and was asked to obtain video footage of the incident from Middle Flint. Capt. Chambers ed Houston Medical Center and asked for a supervisor to be en route to the incident location regarding their stolen vehicle.A short time later, [WITNESS ] arrived at the scene. Sgt. Darden was made aware that she was the driver of the ambulance at the time it was taken. Using Capt. Chamber’s body camera, Sgt. Darden interviewed Ms. [WITNESS ] at the scene.Sgt. Darden asked Ms. [WITNESS ] to explain what happened. Ms. [WITNESS ] stated she was taking Brandon Hill (offender) back to Middle Flint from the Houston Medical Center after an evaluation. Ms. [WITNESS ] said everything was fine. Mr. Hill conversed with her the entire time, and she didn’t feel uncomfortable with him while transporting him. Ms. [WITNESS ] said when she arrived at Middle Flint, she escorted Mr. Hill to the establishment door and rang the bell for an employee to come and open the door and accept Mr. Hill.Ms. [WITNESS ] said that while waiting for someone to open the establishment door, Mr. Hill turned and began walking back to the ambulance, stating he was cold and wanted to call his grandmother. Ms. [WITNESS ] said she instructed Mr. Hill to come back to the door, but he didn’t comply. Ms. [WITNESS ] said Mr. Hill got into the ambulance and refused to exit when instructed to do so by herself and a nurse from the establishment.Ms. [WITNESS ] said that Mr. Hill had moved from the rear of the ambulance to the driver’s seat and had taken off from the parking lot. Ms. [WITNESS ] said Mr. Hill took a right out of the parking lot, traveling east on Highway 96 before making a U-Turn traveling west on Highway 96. Ms. [WITNESS ] stated she called 911 to report the incident.Warner Robins Towing Company arrived on the scene, took custody of the vehicle, and removed it from the roadway. Dep. Lenigar transported Mr. Hill to the Houston County Detention Center (HCDC) with Sgt. Darden in tow. Once at the HCDC, Mr. Hill was escorted inside, and the restraints were removed from his wrists. Mr. Hill was turned over to detention staff while Sgt. Darden completed an arrest report/booking sheet. Mr. Hill was charged with the following:” Theft by Taking Motor Vehicle 16-8-2” Reckless Driving 40-6-390” Fleeing and Attempting to Elude 40-6-395” Hit and Run Motor Vehicle Crash 40-6-270” Interference with Government Property 16-7-24” Obstruction 16-10-24After leaving HCDC, Sgt. Darden went to Calhoun’s Body Shop and obtained an estimate to fix the damage to the county vehicle. The estimate was emailed to Capt. Chamber and then forwarded to Sgt. Darden. The estimate quotes approximately $807.94 to correct the damage.Sgt. Darden ed Justin Clark (involved other), an investigator with WRPD, and asked for assistance obtaining the dash camera footage from the WRPD unit that attempted to stop the ambulance before discontinuing his pursuit. Inv. Clark stated he would get the video footage and Sgt. Darden as soon as it was ready to be picked up.Sgt. Darden completed arrest warrants for the six charges listed above and a Warrant for Middle Flint Behavioral Health Center to obtain video footage of the incident that led to the pursuit of the ambulance. The warrant was completed because Sgt. Mitchelson was told that the video couldn’t be released to law enforcement because patients for the establishment were visible, and they required a court order to release the video.At approximately 1624 hours, Sgt. Darden met with Judge Turner at the Houston County Magistrate Court to present the Warrant and to sign the arrest warrant against Mr. Hill. Judge Turner signed all six arrest warrants as well as the Warrant. Sgt. Darden left Magistrate Court and presented the Warrant to [REDACTED] (involved other), an employee with Middle Flint Behavioral Health Center [PHONE NUMBER REDACTED]. Sgt.
