Discretion is advised.]On 02/03/2025, while traveling northbound on Highway 42, I observed a silver sedan, later identified as a 2005 Honda Accord, with what appeared to be fictitious license plate. The license plate number was [REDACTED] and had “United States of America Republic” on it. I provided to tag to Henry County Communications and advised them to run it out of all 50 states. Henry County Communications advised the license plate did not yield a return. The vehicle turned onto Bill Gardner Parkway from Highway 42, traveled westbound, and turned into the QuikTrip.I sat stationary on Bill Gardner Parkway until the vehicle returned to the roadway. The vehicle got onto I-75 and began to travel northbound. I initiated a traffic stop by activating my blue emergency lights and siren. The vehicle came to a stop on the right shoulder of I-75. I made a driver side approach and made with the driver, who was later identified as, Briana Ritchie. I advised her the reason for the stop, which was that the license plate did not return to a vehicle. She provided me with a fictitious registration, which was labeled as “United States of America Republic National Government Vehicle Registration Identification Card.” Briana provided me with a Province Georgia driver’s license, which appeared to be fictitious as well. The insurance card provided was legitimate.Briana immediately requested a supervisor, and Sergeant Shumate arrived to speak with her. I returned to my patrol vehicle and looked at all of the documentation closely. I returned to the vehicle to obtain the vehicle identification number (VIN). After taking a photo of the VIN, I advised Briana to exit the vehicle. I had her face away from me and place her hands behind her back. I placed handcuffs on Briana’s wrist, checked for proper fit, and double locked them. I advised Briana she was currently being detained.Briana became verbally combative and stated she was a national citizen. Sergeant Shumate asked Briana if she had a valid Georgia driver’s license, or a license from any state. She advised she had a license from the province of Georgia. Briana was then placed into the rear of my patrol vehicle. Sergeant Shumate attempted to obtain Briana’s legal name, but she said her name was the name on the ID she provided. Briana refused to speak any further and requested an attorney. At this time, Briana was placed into custody.I provided Henry County Communications the VIN to the vehicle, which returned with cancelled registration and valid insurance. I ran Briana’s information through the Georgia Crime Information Center (GCIC) and noticed she had been stopped in Henry County before. Her Georgia driver’s license indicated she was unlicensed. GCIC had a license plate on file for the vehicle, which was issued from the Department of Revenue. The license plate listed on GCIC was [REDACTED] and was cancelled. I advised Henry County Communications to have Corner Lot Towing en route to retrieve the vehicle. I conducted an inventory of the vehicle, which was later released to Corner Lot Towing.Briana was cited for driving while unlicensed, operating an unregistered motor vehicle on the roadway, affixing a license plate with the intent to conceal the identity of the vehicle, and disorderly conduct for providing a false name. I transported Briana to the Henry County Detention Center and turned her over to jail staff without incident.The license plate, registration, and ID was taken as evidence and placed into an evidence locker.
