Discretion is advised.]On October 4, 2025, a call was dispatched to Roadway Inn at approximately 2245 hours in reference to a verbal altercation.Before my arrival, dispatch advised that a male wearing a red shirt and black shorts had left the scene. Upon my arrival, Officer Orellana had made contact with the subject (identified as James Morgan). I asked Mr. Morgan what was going on tonight he advised that he had just had an argument with his girlfriend (identified as [REDACTED BY AGENCY]), but it was nothing. Mr. Morgan stated that he had walked away to do the right thing because he didn’t want to go to jail. While speaking to Mr. Morgan I observed that his eyes were watery and was unable to keep his balance. I also observed the odor of an alcoholic beverage coming from his person.I then went to speak with [REDACTED BY AGENCY] who stated that Mr. Morgan had put his hands on her on 10/03/25 around 2200 hours which resulted in bruising her arms and her right eye. Officers asked [REDACTED BY AGENCY] how Mr. Morgan left the bruises on her, and she stated that he grabbed her by both of her arms and threw her to the ground.[REDACTED BY AGENCY] stated that after Mr. Morgan threw her to the ground, he wrapped his arm around her neck from behind and began choking her. [REDACTED BY AGENCY] stated that Mr. Morgan choked her until she was about to pass out, and he let go. [REDACTED BY AGENCY] stated that Mr. Morgan proceeded to grab two of her phones and threw them on the ground causing both to shatter. Phillips asked [REDACTED BY AGENCY] how her eye had gotten bruised, and she stated when Mr. Morgan threw her to the ground. Sgt. Phillips asked why she didn’t call yesterday, and she could not give an answer.[REDACTED BY AGENCY] stated that today she had gone to work and when she arrived at home Mr. Morgan was home drinking beer and liquor. [REDACTED BY AGENCY] stated that Mr. Morgan and her began arguing again. [REDACTED BY AGENCY] stated that Mr. Morgan then approached her in an aggressive manner, and she was in fear of receiving an injury. [REDACTED BY AGENCY] stated due to Mr. Morgan’s actions and his drinking she was not able to handle the relationship anymore and wanted to leave.I asked [REDACTED BY AGENCY] if she would write a statement about what had occurred over the past two days, and she advised that she would. I then placed Mr. Morgan under arrest and into the cleared backseat of my patrol car. I gave [REDACTED BY AGENCY] Domestic Violence Outreach card and advised her of the available resources.Sgt. Phillips contacted the Child Advocacy Center/Sexual Assault Center due to [REDACTED BY AGENCY] being choked. Sgt. Phillips spoke with Advocate [REDACTED] and advised her of the situation. Advocate [REDACTED] set up an appointment on 10/6/2025 at 0900 hours for [REDACTED BY AGENCY] to be examined.
