Discretion is advised.]On the above date I responded to 1620 Reynolds St The Salvation Army in reference to a male causing problems and exposing himself to employees. Before I arrived dispatch informed me that the male was last seen walking South on Reynolds street toward Gloucester St.Upon my arrival I was met by Ms. [VICTIM ] who explained to me that a “regular” identified as Gerald Quinn who comes often attempted to come inside highly intoxicated. Ms. [VICTIM ] stated that she informed Mr. Quinn that he knew the rules and that he could come in under the influence. Ms. [VICTIM ] stated that Mr. Quinn then became belligerent and told her he was going to leave even after trying to expain to him that it was only for the night that he could not stay but if he continued to not follow the rules then she would call the police and have him trespassed from the property. When Mr. Quinn realized that she calling the police he exposed his pnis shaking it at Ms. [VICTIM ] before leaving. Officers located Mr. Quinn on F st in between Reynolds and Richmond St at which point and time he was detained. When I arrived to the location as I approached Mr. Quinn a strong odor of consumed alcohol was coming from his person that I Smelled it approximatley 15ft feet away. Mr. Quinn struggled to maintain his balance spoke with slurred speech and had glassy eyes. Mr. Quinn was unable to make any sense when he spoke but when I informed him of why he was under arrest stated “fuk that Btch”. Mr. Quinn was transported to SGHS ER for a jail clearance before being transported to CDC. While on the way to the jail Mr. Quinn threatned Pfc White 08 stating “I’m Going to whoop your as and fuk you up when you take me out these cuffs” and then proceeded to call Pfc White a Niger and other racial Slurs.Upon arrival at the CDC he was booked and released to jail staff.[End of Narrative].
