On 10/29/2024
at approximately 1636 hours, I was dispatched to Citgo on Augusta Road in Lavonia, Georgia. I responded to code 1. When I arrived at the scene, I spoke with Keenan Cooper. Keenan stated he came to the store to get gas. Keenan stated that one of the employees at Citgo had taken his money from him. Keenan stated that the employee brother had to give money back to multiple people due to this incident reoccurring. Keenan essentially stated he went inside to get the money that the brother had taken from him. Keenan stated this is when he and [VICTIM ] started arguing. Keenan stated they were cussing back and forth at each other but no physical was made. Keenan stated [VICTIM ] bumped into the items in the store and knocked them over on accident while they were arguing.
I went inside to talk to [VICTIM ] and he stated that Keenan came inside arguing about money. [VICTIM ] stated that Keenan came around the counter and knocked over some THC vape’s that were in a box behind the counter. [VICTIM ] stated Keenan would not leave. I could not get anymore any information from [VICTIM ] because he was intoxicated and could not understand what I was asking him. OFC. Kruty and Keenan came into the store and OFC. Kruty placed him on the ground because Keenan was not listening to his commands. I came over and helped handcuff Keenan behind the back.
Keenan was resisting the whole time we were trying to handcuff him behind the back and would not give up his Driver’s license in his hands. Keenan was checked for fit. I got the owner of Citgo to send me the security footage from the incident. I observed Keenan come into the store go around the counter and start arguing with [VICTIM ]. I observed [VICTIM ] point towards the gas station door signaling for Keenan to leave the store. Keenan walked to the front desk and kept arguing with [VICTIM ]. I observed Keenan walk back around behind the counter, knock over a black box of THC vape’s of different, and walk towards [VICTIM ].
During the video, you can see Keenan arguing with [VICTIM ] while customers are coming in and out of the store. [VICTIM ] then points for Keenan to leave again but Keenan does not exit the store. Keenan was arrested for Obstruction (O.C.G.A 16-10-24), Criminal Trespass (O.C.G.A 16-7-21), and Disorderly Conduct (O.C.G.A-16-11-39). Keenan was placed in the back seat of my vehicle and seatbelted in. Keenan was ed incident to arrest. Keenan was transported and turned over to Franklin County Detention Center. My vehicle’s prisoner area was ed before and after transport. Photos were taken.
