She stated that a dispute between herself and [VICTIM #1] had taken place. She said that [VICTIM #1] had picked her up the night before to take her from a different location. She slept in his car and was trying to leave, but he had her belongings still in his car. She claimed that a backpack that he gave her was still in his vehicle.I then spoke with [VICTIM #1]. He stated that he picked her up and was going to drop her off wherever she wanted to go. She became combative and would not exit his vehicle. He parked left his car up the road from where he lives, since he did not want Shainia to know where he lives now. She followed him to his house and he would not let her come inside. He said that he allowed her to sleep in his car but took out all her belongings that morning so she could leave. Officer Young and I asked if he would open his vehicle so we could see if any of her belongings still remained inside. He complied and allowed her to see that all of her stuff was out of his vehicle and on the sidewalk next to the car.Shainia, after getting all of her belongings, did not leave the residence and kept on trying to confront [VICTIM #1]. [VICTIM #1] wanted her to leave since she had all her stuff. She stated that it is a public sidewalk, and she didn’t have to leave. I asked her if she would relocate to a different location to separate from [VICTIM #1] as tensions were still high between both of them. She again moved in the direction of [VICTIM #1] and was combative with him. She was again asked to leave, since the tension was not resolved. She stated that she was going to remain. I then asked if she could move her belongings off the sidewalk as she was blocking it. She stated that it is a public space, and she had the right to be there. I again asked her to move her belongings as it is a violation to obstruct a public sidewalk. She stated that she would not move her belongings.I placed Shainia under arrest for violating the city ordinance for blocking a sidewalk and disorderly conduct. She was cuffed, ed incident to arrest, and placed in the back of the squad vehicle. While ing her belongings, I found a pipe with trace amounts of suspected marijuana in it that will be taken for destruction.I then transported her to Floyd County Jail. On the way, she made claims that [VICTIM #1] “Fu*ked up” since she now knows where he is staying and she would be back.Shainia was booked on city ordinance violations of disorderly conduct and obstructing a sidewalk.I ed the back of the squad vehicle before and after transport.[End of Narrative].
