Discretion is advised.]On the above date and time, I, PFC Tucker, responded to a reported physical altercation at [200 BLOCK] 3rd Street. While en route, dispatch advised that the incident was physical in nature and that a female subject was actively chasing a male subject down the road. SGT Holbrook also responded to assist with this incident.Upon arrival at the scene, I made contact with a male identified as [WITNESS #1], who was standing outside the residence. [WITNESS #1] advised that Paula Warren was inside his home and had been chasing another neighbor, identified as [VICTIM #1]. I proceeded inside the residence to speak with Warren, who was sitting on a bed, actively writing down what appeared to be her account of the events. At this time, Warren refused to verbally communicate with me and continued writing.[WITNESS #1] further explained that, at some point, [VICTIM #1] began chasing Warren in return, though he was unsure what had initially started the confrontation. SGT Holbrook then entered the residence and remained with Warren while I left to attempt to locate [VICTIM #1].PFC Webb and I proceeded to [VICTIM #1]’ residence but were unable to locate him. A short time later, dispatch notified officers of a male matching [VICTIM #1]’ description seen running through a nearby yard a few streets away. SGT Whaley responded to that location and conducted a search of the property but was also unable to locate [VICTIM #1].While we were actively searching for [VICTIM #1], a male identified as [WITNESS #2] approached the scene on a bicycle and stated that he had witnessed the entire incident. [WITNESS #2] reported that [VICTIM #1] had been standing at the edge of Warren’s property without a shirt on. He stated that Warren, also shirtless at the time, ran up to [VICTIM #1] and began yelling at him. [WITNESS #2] explained that the two were engaged in a heated verbal argument before Warren suddenly slapped [VICTIM #1] across the face. In response, [VICTIM #1] became visibly angry, picking up sticks and breaking them. At that point, according to [WITNESS #2], Warren ran into a nearby neighbor’s house.While I was interviewing [WITNESS #2], Warren abruptly exited the residence and began screaming, “He saw it all!” while aggressively pointing at [WITNESS #2]. Warren continued yelling profanities and approached [WITNESS #2] in a confrontational manner, getting within inches of his face and pointing her finger at him while shouting. SGT Holbrook and I intervened, attempting to separate Warren from [WITNESS #2]. During the process, Warren turned toward SGT Holbrook and forcefully pushed his hands down as he attempted to detain her.I then placed Warren in handcuffs. SGT Holbrook advised me that Warren appeared to be under the influence of alcohol. Warren was placed in the rear of my patrol vehicle, where she continued yelling and using profane language toward officers.SGT Holbrook observed that Warren’s front door was left open. As a precaution, SGT Holbrook, PFC Webb, and I conducted a safety sweep of the residence to ensure that [VICTIM #1] was not inside. During the search, I observed a half-consumed bottle of liquor on the living room table next to what appeared to be Warren’s cell phone.I subsequently transported Warren to the Floyd County Jail, where she was medically cleared and booked without further incident. However, while removing her from my patrol vehicle at the jail, Warren intentionally pushed me with her shoulder as I reached to assist her out of the car.
