Discretion is advised.]On Monday, December 23rd 2024at approximately 9:47 PM, I, PFC Kent responded to [200 BLOCK] E 9th St for a hit and run vehicle crash. Upon my arrival, I spoke to the parties involved that were still on scene. An anonymous witness on scene showed me a video of the vehicle leaving the scene. It was a Silver Mercedes-Benz SUV bearing Georgia registration [REDACTED]. The address listed on the tag was at [20 BLOCK] Green and Gold Blvd. PFC Wilbanks went to that address to look for this vehicle. Ultimately, the driver that stayed on scene was issued a citation for failing to yield. Later, PFC Wilbanks located the vehicle in question. It was still occupied by the driver as well as several other people. The vehicle also had substantial front right end damage that was consistent with the crash. The driver was identified as Demiyah Dublin because she admitted to PFC Wilbanks that she was driving the vehicle. She is also the registered owner of the vehicle. PFC Wilbanks told me that he suspected the Demiyah was impaired, so I went to [20 BLOCK] Green and Gold Blvd to speak with her.Once I arrived at [20 BLOCK] Green and Gold Blvd, I began speaking with Demiyah. During my entire encounter with her, it was extremely difficult to understand what she was saying due to her speech being so slurred. There were several instances where Demiyah couldn’t complete a sentence or she repeated sentences. When asked about the crash, she me told that she obviously crashed her car, but that she didn’t know when. I asked her why she didn’t report the crash to anyone or stay on the scene, but Demiyah didn’t give me an answer. While talking to Demiyah, I could smell the odor of an alcoholic beverage coming from her person. She also had trouble maintaining her balance. When I asked her how much she had to drink tonight, she told me that she hadn’t had anything. I asked Demiyah if she would mind performing some evaluations so that I could make sure she wasn’t impaired. She submitted.I began with the horizontal gaze nystagmus evaluation. During the evaluation, I noticed that Demiyah was swaying and that she had watery bloodshot eyes. I went on to observe equal tracking, equal pupil size, lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and onset nystagmus prior to 45 degrees in both eyes for a total of 6 clues. Vertical Nystagmus was not present.Next, I asked Demiyah if she had any lower body problems. She told me that she currently had a broken ankle which gave her problems with walking and balancing. She went on to say that it would hinder her in any further evaluations. Due to this, I did not conduct the walk and turn or one leg stand evaluations. I asked Demiyah again how much she had to drink. This time, she told me that she had 5 or 6 shots approximately an hour ago. Given my observations, it was clear to me that Demiyah was under the influence of alcohol to the extent that she was less safe to drive. I placed her under arrest for DUI as well as Hit and Run. I ed her incident to arrest and placed her in the backseat of my patrol car. I then read the Georgia Implied consent notice for persons over 21 yoa using DDS Card 54. I asked Demiyah to submit to the state administered chemical test of her blood. After clarifying the she understood the information I read to her, She submitted.I then transported her to Atrium Health Floyd where [REDACTED] completed the state administered blood draw. While at the hospital, Demiyah was medically cleared for jail. I then transported Demiyah to the Floyd County Jail where she was booked in without incident. While at the jail, I completed the necessary paperwork including issuing Demiyah a temporary permit. I later placed the completed blood kit in the temporary evidence room at the Rome Police Station.[End of Narrative].
