On March 22, 2025
at 22:27 I, Pfc Carranza was dispatched to a suspicious person call at [70 BLOCK] COLLIER RD NE, ROME, GA 30165 Complainant advised dispatch a Meth-head had been screaming his head off all night in his front yard. She also advised he would probably run when he sees police. Suspect is wearing blue shirt and no shirt.
Upon our arrival myself and Capt Hovers spotted the suspect with the descriptions given. Capt Hovers headed to speak with complainant while I approached the suspect, Mr. Chance.
Mr. Chance advised he had been having issues with his girlfriend leaving and returning his residence. He also mentioned he had been having issues with all the people around him, noting most people around him were family to him. Capt. Hovers then advised he had watched and heard a video were you can hear Mr. Chance screaming obscenities.
Mrs. [WITNESS ] advised me Mr. Chance head been screaming obscenities for a good bit also noting the neighbors across the street have small children and could hear his screaming for a good distance. When I was shown the evidence, I could hear Mr. Chance screaming cuss words specially ” Fu*k ” word over and over.
I advised Mr. Chance he was under arrest and placed him in hand cuffs with out any issues. He was placed in the back seat of my patrol car. He was then transported to the Floyd County Jail where he was admitted with out any issues.
Back seat was cleared before and after transport
Hand cuffs were double lock and checked for safety
