COWETA COUNTY, Ga. – A Coweta County couple has been charged with animal cruelty after authorities found dozens of neglected dogs and horses on their property, including a deceased dog being eaten by others.
On January 3, 2025, Coweta County Sheriff’s deputies assisted Animal Control in an investigation at a residence on Brimer Road. Upon arrival, officers found nearly 40 dogs confined in inhumane conditions—some locked inside a closed vehicle, others packed into an outdoor pen without shelter. Inside the pen, a dead dog was discovered being consumed by the other animals. Additional dogs were believed to be housed in a camper on the property.
Investigators also found three horses in the backyard, standing in unsanitary conditions with no shelter. One horse was confined to a pen so small that it was forced to stand in deep mud without a dry place to move.
The homeowners, John and Paula Palm, were not present when authorities arrived. When contacted by phone, John Palm returned to the property and confirmed that he and his wife owned the animals. He stated that they had been sleeping in their vehicle, which deputies observed to be covered in dog food and feces. A puppy was also found inside the car.
Authorities determined that the Palms failed to provide humane living conditions for their animals. John Palm was arrested and charged with animal cruelty, while an arrest warrant was issued for Paula Palm, who was advised to turn herself in.
Animal Control removed several malnourished dogs, as well as those inside the vehicle and camper, with plans to return for the remaining animals the following week.
The case remains under investigation.
