Discretion is advised.]On Saturday, March 22, 2025, at approximately 01:36, CPL Hutto and I were dispatched to [200 BLOCK] North Howard Avenue in regards to two males fighting with weapons.When we arrived on scene Rincon PD was talking to the complainant, who told them that he was on parole and that his father and brother were fighting each other with wrenches. We parked our patrol vehicle on the road and walked with Rincon PD to the house where we were met by Mr. Franklin Lamond who told us that he didn’t call us and that we needed to get off his property. The SGT from Rincon PD told him why we were there, but F. Lamond angrily told us to get off his property. When we complied and were walking back to our vehicles F. Lamond pursued us while cursing and threatening us.We were about to enter our vehicles when F. Lamond came onto the street and and continued his cursing and threats. Since he was loud and disorderly at 1:40 in the morning we turned around to arrest him. CPL Hutto told F. Lamond to come to him and was under arrest. F. Lamond told him, “Fu*k no” turned his back to him and began walking away. Given the subject size and aggressive behavior, CPL Hutto activated his taser on the subject and he fell to the ground. Once he fell to the ground, myself and another Rincon PD officer took control of his arms and I placed him in handcuffs, checked for fit, and double locked them. Once he was secured Rincon PD stood him up and began walking him back to the vehicles. As we were walking back to the street a white car pulled up and one of his family members comes out and begins recording us on his cell phone. At this time F. Lamond complained that his handcuffs were on too tight and CPL Hutto swapped the applied handcuffs with two larger sets of handcuffs, checked them for fit, and double locked them. He was then placed in the back of our patrol vehicle.As we were driving to the jail his family members were following us in a white car all the way to the sallyport. Once we arrived to the jail F.
