Discretion is advised.]On February 23rd, 2025at approximately 0047 hours, I Deputy Geldmeier 35, with the Douglas County Sheriffs Office, was dispatched to 3638 Highway 5 (Shell Gas Station) in Douglas County, Georgia in reference to a person pointing a firearm at someone. I was informed that it was a black male wearing a black shirt and a black hat with the letter “P” on it. I was also informed the male was currently at Pump 2 outside the gas station.I arrived on scene with Deputy Chittam 66 within 1 minute of the call being dispatched. I observed the described male, later identified as Lesly Douyon, standing at pump 2 talking to a female inside of a silver SUV. Lesly had a bag of groceries and a bag of pretzels in his hand. As we pulled into the gas station, Lesly began walking away toward Highway 5. I exited my vehicle and Deputy Chittam and I instructed Lesly to stop. Deputy Chittam approached Lesly and he began walking off again. I informed Lesly he was not free to leave at the moment and Deputy Chittam informed him why we were out with him. Lesly stepped very close to Deputy Chittam and Deputy Chittam informed him to back up.While Deputy Chittam was speaking with Lesly, I noticed a bulge in his right pants pocket but could not make out what it was at the time. Lesly stated that was not him and began walking off again. Deputy Chittam attempted to grab Lesly’s left arm to detain him until we could determine what happened at the store. When Deputy Chittam attempted to grab Lesly’s left arm, Lesly proceeded to swing the bag of pretzels striking Deputy Chittam in the face [REDACTED BY AGENCY] on the left side of Deputy Chittams Chin. When Lesly hit Deputy Chittam, I noticed the bulge in Lesly’s pocket appeared to be a handgun.After Deputy Chittam was struck with the pretzels, Deputy Chittam began trying to gain physical control Lesly but Lesly kept resisting and attempting to keep Deputy Chittam. I drew my department issued taser and deployed it. The taser barbs made with Lesly’s lower right side causing Lesly to fall to his knees as Deputy Chittam was trying to escort Lesly to his stomach on the ground. Lesly was sitting on the ground as Deputy Chittam was trying to get Lesly to his stomach. Lesly was given multiple verbal commands as Deputy Chittam was trying to get Lesly onto his stomach. I Decided to press and deploy taser a second time to the upper right back area of Lesly which caused Lesly to roll to his stomach and Deputy Chittam was able to gain control of Lesly’s left arm to handcuff him but Lesly pulled his arm back away preventing Deputy Chittam from applying the handcuffs.I noticed that Lesly had control of his right arm and his hand was reaching into his right pants pocket where I believed a firearm was concealed. I informed Deputy Chittam that I was going to Deploy my taser a third time during which time I instructed Deputy Chittam to handcuff Lesly’s left wrist. I Deployed my taser with press to the middle of Lesly’s back which allowed Deputy Chittam to secure Lesly’s left wrist in handcuffs. I proceeded to holster my taser. I noticed Lesly’s right arm had moved away from his pocket, during which I observed the bottom of a magazine inside of a pistol in Lesly’s right pocket. I proceeded to gain control of Lesly’s right arm to allow Deputy Chittam to secure Lesly’s right wrist in handcuffs. During this physical struggle with Lesly, Lesly had also made several comments stating that we were going to have to kill him tonight. I also noticed Lesly was currently intoxicated during this call for service.After Lesly was secured in handcuffs, I removed a brown in color Taurus G2 9mm Pistol [REDACTED BY AGENCY] from Lesly’s right pants pocket. I removed the magazine and cleared the weapon of any rounds. I ran the serial number through Douglas County Dispatch which returned stating the pistol was not stolen. I placed the pistol in the front driver side of my patrol vehicle 5. Deputy Acevedo arrived on scene to assist with removing the taser barbs from Lesly.I proceeded to the interior of the store to speak with the clerk, [VICTIM ], about possible video footage of the incident. Upon entering the security area of the store, [VICTIM ] had already had the video pulled up and stopped which showed Lesly holding a brown in color Taurus G2 pointed directly at [VICTIM ] behind the counter. [VICTIM ] stated that Lesly did not demand anything but had told him “he was too comfortable”. This video was recorded on body camera 90 and Deputy Chittam also received a witness statement form from from [VICTIM ]. Lt. Cadwell and Sgt. Atkins arrived on scene and were informed of the incident.While on scene, Douglas County Dispatch was also asked to run criminal history of Lesly to check for any prior felony convictions. It returned stating that Lesly was a convicted felon with first conviction of Possession Cocaine on 07/07/1999.While on scene, I also located keys from Lesly which belonged to a black in Color Ford f-250 (MA Tag# [REDACTED]) located in the parking lot. A wrecker was requested and Triple H responded and recovered the vehicle. Deputy Chittam transported Lesly to the Douglas County Jail where he was turned over to booking staff. Lesly’s outer clothing was also taken and logged into evidence.
