Society Ave. This area is formally known as the Albany Housing Authority, CME Housing Projects. That morning, I was ed by employee [WITNESS #1], who advised that when she arrived for work, she received information about a fight that took place in the early morning hours in the 600 blk. of W. Society Ave Alley.[WITNESS #1] advised that the tenant did not want to be involved in the report but felt that the property management needed to be aware of the incident. I noted the fight took place in the 600 blk. of W. Society Ave Alley. I was familiar with the location as part of the property that is under the management of Intown Oaks Properties. I have also routinely patrolled the area for most of my 26-year career.When the video begins, it shows a black female, later identified as Breannia Denise Toomer, Age 26, engaged in a physical altercation with black females Alexius Nicole Toomer, Age 24, and black female Paris Anissa Tolbert, Age 21.Breannia Toomer, is identified as a dark-skinned female wearing a black shirt with her hair pulled back wearing a black shirt. Alexis Toomer was identified as having a medium skin complexion wearing a black shirt with long blue braids in her hair. Paris Tolbert was identified as having a light skin complexion and wearing a gray sweatshirt with long blue braids.I was able to share the video with APD sworn personnel who assisted in identifying the subjects by sharing potential names of all involved. I took the potential names and ed the department’s RMS file system, where I reviewed jail file pictures of all involved parties. I confirmed the identities matched the involved parties I observed on the video. I also noted [WITNESS #2] had a previous address of [600 BLOCK] W. Society Ave.This video begins by showing Breannia Toomer fighting with Paris Tolbert. [WITNESS #2] is observed holding Tolbert by her hair on the ground when Alexis attempts to grab [WITNESS #2] by the neck. [WITNESS #2] was able to get both Paris and Alexis by the hair and proceeded to drag them across the concrete by their hair.Breannia lets both Alexis and Paris go and allows them to stand up. At that time, Paris walks away from Breannia. Alexis is then observed pulling her hair up and then engaging Breannia in a physical fight that lasted several minutes. I observed punches being thrown by both Breannia and Alexis.After some time, Brieanna and Alexis separate. Alexis is then seen walking off-screen and retrieving a handheld stun gun before returning to engage Breannia again. The two continue to fight for another short period before finally separating.I noted at the time of the fight, several people could be heard urging the fight on, causing a scene. It seemed the crowd was growing as the disturbance continued to escalate.On January 31st, 2025, I successfully located the phone number [REDACTED] for Breannia Toomer. I made with Brieanna, who agreed to meet with me at the LEC for a formal interview. However, she failed to show, with no further being made.At the time of the fight, Alexis Toomer had multiple active warrants for unrelated incidents and could not be located. Paris Tolbert is best friends with Alexis Toomer and could not be located. At the time, I left the case active pending further investigation, pending locating one of the involved parties before moving forward with potential charges.On Tuesday, May 13th, 2025, I was advised that Breannia was currently in APD Investigations involving an unrelated matter. I made with Breannia in Interview Room #235 D. Breannia was previously advised of her rights involving the other incident she was dealing with. I advised her that her rights were still in effect, and she advised that she understood. I asked her to speak with me about the fight involving her and her sister Alexis Toomer, and her friend Paris Tolbert. She agreed.She admitted to being involved in the fight. She advised that she did not want to fight that night. She advised that she was in the area visiting her friend when her sister Alexis and her friend Paris Tolbert arrived on the scene. She advised that the incident had been coming for some time. She advised Alexis and Paris had been talking about her “Live” on social media apps. She stated they were telling people where she lived. She advised that she felt this put her and her kids in danger.She advised Tolbert challenger her to a fight. She advised she told the person she was riding with to let her out so they could fight. She advised she first fought Paris then hers sister Alexis. She confirmed that Alexis pulled the stun gun and tried to use it on her as they were fighting. She advised after fighting they all left the scene.I advised Breannia that I believe all parties involved voluntarily engaged in the fight. I advised that their actions caused a disturbance and a scene for the residents in the area. It was noted none of the involved parties lived in the area that night. I advised her that she was going to be charged with Affray and taken to the Dougherty County Jail upon completion of her interview.
