White, responded in normal mode to [600 BLOCK] Harmon Ave in reference to a family violence call.When I arrived on scene, there was a Hispanic male in a silver SUV. He pulled next to me and I asked him if he was looking for a Hispanic female, Lorena Lozano. He advised he was, that it was his sister and she called him stating she was in the snow with no shoes and that her boyfriend would not let her back inside. We both attempted to get Lorena on the phone with negative . The male stated his sister’s boyfriend, [VICTIM ], kept calling him and called him again while we were speaking. I advised him to answer the phone. They had a conversation in spanish. The male stated [VICTIM ] told him he left the house and was trying to tell Lorena so that she would go back inside and out of the cold. We then went to make with Lorena at the residence.Lorena’s brother, later identified as [WITNESS ], knocked on her front door. [WITNESS ] announced himself, but Lorena answered the door with a small kitchen knife (similar to a paring knife). Lorena looked a little disoriented and confused at first, then looked at [WITNESS ] and stepped back. I advised for Lorena to put the knife down and she placed it on the TV stand just inside the door. Lorena then walked to the kitchen and turned on the kitchen light, then invited us inside. I observed the residence to be in a disarray, there were several empty beer bottles (Modelo) sitting on the coffee table and in the kitchen I could see blood spatter on the floor and a broken lamp. I stood between Lorena and the knife so that she could not easily get to it again, then asked Lorena to explain to me what happened.Lorena stated that she and her boyfriend, [VICTIM ], started drinking last night, 1/22/2025, around 1900 hours. Lorena stated around midnight, [VICTIM ] wanted more alcohol so they left to get some more from the run Foods on S Slappey Blvd. Lorena stated when they drank more, [VICTIM ] decided to go to bed. Lorena stated she was not ready to go to bed, so she stayed in the living room watching music videos on YouTube. Lorena stated around 0400 hours, [VICTIM ] came into the living room accusing her of cheating on him. Lorena stated that [VICTIM ] was yelling and screaming at her, so she went to go out the door. Lorena stated [VICTIM ] was standing at the front door so she could not get out. Lorena stated she then went out the back door. Lorena stated she did not have any shoes on, so she then called 911. Lorena stated she came back to the house and [VICTIM ] was still yelling at her calling her a “bich”. Lorena stated she got mad and punched out the window east side of the residence, resulting in a cut to the back of her right hand and the inside of her right wrist. Lorena stated she went to leave out the back door again but [VICTIM ] would not let her. Lorena stated [VICTIM ] came up behind her, pulled her back and then raised his fist to try and hit her. Lorena stated when that happened, she was in the kitchen and had knives in the sink. Lorena stated she grabbed the first one she could and when [VICTIM ] went to punch down at her, she swung the knife up, hitting him between his finger and thumb. Lorena stated she then left again out the back door and that [VICTIM ] left in his newly purchased older model red 2-door Honda Civic. Lorena advised he was heading to his mom’s house at [2500 BLOCK] Bridgeboro St. in the county. I asked [WITNESS ] to get [VICTIM ] back on the phone to see if he was willing to talk to me with positive results. [WITNESS ] translated for me and [VICTIM ]. [VICTIM ] stated Lorena drank alcohol and when she drinks she gets violent. [VICTIM ] stated Lorena got mad because she thought he was cheating, so she started yelling. [VICTIM ] stated Lorena stormed out of the house with no shoes on because she was drunk. [VICTIM ] stated he tried to find her in the area and found her down the street. [VICTIM ] stated he tried to assist Lorena back into the vehicle, but due to the snow and ice, she did slip and fall. [VICTIM ] stated this made Lorena more mad, but he was able to get her back inside the house without incident. [VICTIM ] stated Lorena then just started yelling when they got back and she punched out the window. [VICTIM ] stated Lorena stabbed him. I asked [VICTIM ] where, he stated in the hand. I asked [VICTIM ] if he was willing to make with me in person so that I could talk to him more and get photos of his injuries. [VICTIM ] stated he would meet me at the Burger King on the corner of E Oakridge and Radium Springs. Before leaving to make with [VICTIM ], I took photos of the scene, the damages and Lorena’s injury. I collected the knife Lorena stated she used to stab [VICTIM ]. While I waited on scene for another officer, Lt. N. Price spoke with Lorena who gave the story again. Lorena then stated to Price that [VICTIM ] had forced her into the car to get her to come back after he first threw her on the ground and pushed her face into the ground. Lorena stated when she left to go outside, it was because [VICTIM ] opened the back door and told her to “Eat sht bi*ch” so she left. Lorena stated she stabbed [VICTIM ] because he beats her up often and she did not want him to get the chance to put his hands on her again. Ptl. Q. Peterson transported Lorena to the Albany Police Department for investigations.I followed [WITNESS ] to the Burger King on Radium Springs to make with [VICTIM ] so that [WITNESS ] could translate for us. When making with [VICTIM ], he had his juvenile brother with him to translate and [WITNESS ] left the scene. [VICTIM ] stated that Lorena had been drinking since 1900 hours and continued to drink until about 0400 hours. [VICTIM ] stated Lorena had gotten it in her head that he was cheating, so she picked up the lamp and hit him over the head with it. [VICTIM ] stated it did not leave a mark, but there was a broken lamp in the kitchen. [VICTIM ] stated when Lorena went outside, he knew how cold it was and that she had no shoes on, so he tried to go help her. [VICTIM ] stated Lorena gave him a difficult time trying to get back to the house due to her falling and accusing him of throwing her on the ground. [VICTIM ] stated the ground was slick and Lorena was very intoxicated. [VICTIM ] stated that when they got back to the house, Lorena punched a hole in the window and continued to yell at him.[VICTIM ] stated Lorena then went into the kitchen, grabbed a knife and threw it at him. [VICTIM ] stated the knife was going to hit him in the neck, but he was able to catch the blade with his hand. [VICTIM ] stated Lorena then snatched the knife back again and it cut deep in his hand, between his thumb and his index finger. I observed a very deep cut to his hand and took photos. [VICTIM ] stated Lorena takes a knife to him often. [VICTIM ] showed scabs and scars on his arm and his left side that did appear to be cut marks. I asked [VICTIM ] if he needed EMS to which he denied, just wanted to know the best recommendation for caring for his injury. I advised [VICTIM ] he should go to the ER to have it checked out, due to it being very deep and possibly needing stitches. I asked [VICTIM ] if he was willing to go to the police department to speak with the investigator and he stated yes. I transported [VICTIM ] and his juvenile brother to Albany Police Department for investigations.I made with Inv. Baldwin who conducted his investigation. Baldwin stated he would be charging Lorena with Aggravated Assault – Family Violence – Cutting Tool. I placed Lorena in double locked handcuffs and escorted her to my vehicle. I ed Lorena incident to arrest with negative results for weapons or contraband. I placed Lorena in the rear of my vehicle and secured her in the safety belt. I transported Lorena to the Dougherty County Jail where she asked about how her brother could get her keys and if she was able to make any calls. I explained to Lorena the process and she expressed understanding. I secured my duty weapon in the trunk of my vehicle. I escorted Lorena into the Dougherty County Jail where she advised him of her cuts on her wrist and the beer she drank. The jail intake staff stated they would still accept her. The jail intake staff removed the restraints and Lorena was turned over to the intake staff. I ed the rear of my vehicle at the beginning of my shift and following this transport with negative results.This case is domestic in nature due to Lorena and [VICTIM ] living together.All evidence was properly packaged and submitted into evidence locker 02 as recorded by my body camera.I did an NCIC/GCIC check on all parties involved with negative results for warrants.Lt. Price was notified of this incident.This case was turned over to investigations and cleared by arrest.[End of Narrative].
