Faulkner, while I was getting out of the car, I was greeted by the resident manager, [WITNESS #1], who was also there because of the earlier welfare check and the existence of a suicide note. I was speaking with [WITNESS #1] and gathering details as to the events that had transpired earlier, at which time Miss. Faulkner stated, “Are you here to do a welfare check on me?”, before I could answer she went in a rage of anger and stated,” I don’t need a fuking welfare get in your car and go catch some real criminals, turn on your lights because I know you all get off on that, This is fuking bullsit.” She then went into the apartment and slammed the door. I continued to talk with [WITNESS #1], and she told me that “Jane” needed help, and it looked like she could hardly walk, and she is not normally like this. [WITNESS #2] with Advent arrived at the scene and was more familiar with the call that was received earlier in the morning hours, and [WITNESS #2] stated to me that Miss. Faulkner needed to have an involuntary committal due to the existence of a known suicide letter. While we were in the process of obtaining the order, Jane walked outside into the parking area and began to be loud and boisterous using profane language and ordered me to, “move this fuking car out of my driveway”. She was warned to stop screaming loudly and boisterously in the clear view of the public. When she continued to scream, fuk you, get the fuk out of here, this is harassment. I told her one more time to refrain from her loud and boisterous behavior when she screamed fu*k you at me 2 times as she walked in and slammed the door. I made a decision to place her under arrest due to the violent, boisterous outburst, which demonstrated blatant disregard for public peace and tranquility after she had received several verbal warnings to abstain from her actions.I knocked on the door and advised Jane that she had escalated the welfare check to the point I was placing her under arrest for her loud and boisterous behavior. She was transported to jail without incident. I did receive the suicide note, and after reading the thoughts Jane was having, and putting them into words, it brought the previous call and the need for an involuntary commitment into perspective very clearly.[End of Narrative].
