On July 13, 2024
, at 1217 hours, I responded to [6000 BLOCK] Edison Ave, regarding a Domestic Dispute.
When I arrived on the scene, I ed the reporting party, Ms. [VICTIM ]. Ms. [VICTIM ] explained that around 0100 hours this morning she was awakened by her boyfriend Mr. Travis Rose’s phone vibrating. Ms. [VICTIM ] stated that she checked the phone and realized it was a woman texting his phone. Ms. [VICTIM ] advised she replied to the message on his phone inquiring about her role in Mr. Rose’s life. Ms. [VICTIM ] stated that the female subject informed her that they were in a relationship together. Ms. [VICTIM ] advised she woke Mr. Rose up to confront him about the infidelity issues.
Ms. [VICTIM ] advised that the incident suddenly became a physical altercation when Mr. Rose became angry that Ms. [VICTIM ] responded to the female subject. Ms. [VICTIM ] stated that Mr. Rose began forcefully grabbing her shoulders, asking why would you ruin my life. Ms. [VICTIM ] stated that Mr. Rose then placed both his hands around her neck and strangled her against the bedroom door frame. Ms. [VICTIM ] stated on a scale of ten that the force applied was equivalent to 5 or 6. Ms. [VICTIM ] advised Mr. Rose to continue to make threats while doing so.
Ms. [VICTIM ] stated after this incident, she went to her roommate [REDACTED]’s room. Ms. [VICTIM ] advised she tried to ask him if he knew that Mr. Rose was cheating on her. Ms. [VICTIM ] explained at that time, Mr. Rose proceeded into Mr. [REDACTED]’s room and threw her against the wall, and began strangling her again. Ms. [VICTIM ] advised that he strangled her until she dropped down to her knees. Ms. [VICTIM ] said she could not breathe or make any noise during this incident. Ms. [VICTIM ] stated that on a scale of one through ten he applied a pressure equivalent to 8. Ms. [VICTIM ] explained that he released his hands from around her neck and returned to their room. Ms. [VICTIM ] explained while walking out he told her to leave the house.
Ms [VICTIM ] stated that she attempted to plea with Mr. Rose so that she could get some belongings before she left the residence. Ms. [VICTIM ] informed me that the altercation was loud, which resulted in Mr. [REDACTED] exiting his room and blaming her for the issues. Ms. [VICTIM ] while conversing with Mr. [REDACTED], Mr. Travis exited their room and proceeded to throw her against the couch in the living room. Ms. [VICTIM ] stated this escalated into Mr. Travis grabbing a kitchen knife and pressing it against her throat. Ms. [VICTIM ] advised that she realized that the knife slightly cut her.
Ms. [VICTIM ] explained that [VICTIM ] tried to gather belongings again while pleading for assistance from Mr. Travis. Ms. [VICTIM ] stated that Mr. Travis brandished a firearm and threatened to kill her. Ms. [VICTIM ] explained that she called her other roommate Mr. [WITNESS ]. Ms. [VICTIM ] stated that Mr. Rose thought she was calling the police, so he took her phone and threw it.
While on the scene, I observed that Ms. [VICTIM ] had several bruises and a laceration on her neck. The laceration was approximately two inches and appeared to be from a recent event. Ms. [VICTIM ]’s bruises were mostly located on her arms and back.
I ed Mr. [WITNESS ] regarding this incident. Mr. [WITNESS ] explained that he worked overnight and was not present at that residence. Ms. [WITNESS ] stated that he was alerted to the incident when he received a call from Ms. [VICTIM ]. Mr. [WITNESS ] informed me that he heard Mr. Rose in the background yelling but could not dictate any words. Mr. [WITNESS ] advised that he did lose with Ms. [VICTIM ] which he later learned was when Mr. Rose threw the phone. Mr. [WITNESS ] stated that his wife Ms. [WITNESS ] was during the incident. A secondary officer on scene made with her and gathered a statement from her.
Mr. Rose was described as a white male approximately 5’8 in height and 160 pounds. Mr. Rose had visible tattoos on his arms. He was last seen riding a blue and yellow bicycle.
The on-call detective responded to the scene for an investigation. Once completed, it was advised that warrants were forthcoming. Later this day, it was advised that Mr. Rose was located and arrested.
Ms. [VICTIM ] completed the DVA lethality questionnaire and refused to speak to a safe shelter representative. She was informed about the outpatient program that Safe Shelter provides. Ms. [VICTIM ] was given a CRN card and instructions on retrieving the report later.
A Supervisor responded. An LT was notified.
