Discretion is advised.]At approximately 1632hrs on 26JAN2025, I was dispatched to the area of Barnard St/W Waldburg St in reference to a male subject following the female complainant while mastrbating. While responding to the scene, an additional complainant called 911 and reported a male subject with a similar description, in the same general area, mastrbating in public. The subject was described as a black male, wearing a red and black sweatshirt with gray sweatpants.Upon arriving in the area, I began a canvas in of a subject matching the above description. I then observed a subject fitting the description walking southbound on Barnard St toward W Park Ave and conducted a subject stop on him. Immediately upon initiating the stop, the subject placed his hand into his pocket and was stuttering while he spoke. I ordered him to remove his hand from his pocket and he complied. I asked the subject what he was doing and he informed me he’d just urinated in a nearby lane, but while speaking, the subject continued to move his hands around his waistline while appearing nervous. Due to this behavior, I conducted a frisk of his person in of weapons and did not find any. While I was conducting this frisk of his person, however, I felt the subject begin to tense the muscles in his arms/hands, leading me to believe he may have been considering fleeing or resisting. With this in mind, I immediately secured the subject in handcuffs and detained him in the rear seat of my patrol vehicle. I identified the subject as Mr. Tory Bryant. I read Mr. Bryant his Miranda Rights and he elected to speak with me without representation. Mr. Bryant then denied ever having his pnis exposed and reported he was only adjusting his pants. Ofc Martinez arrived on scene to assist and then went to speak with Ms. [WITNESS ], the second complainant. While in the vehicle with Mr. Bryant, I noted the odor of marijuana. I asked Mr. Bryant if he had marijuana on his person and he admitted he did. Mr. Bryant also admitted he had pills on his person that he obtained from a friend in order to manage pain he experiences from having been shot. Ofc Martinez returned and reported there was video evidence of Mr. Bryant mastrbating in public. I then informed Mr. Bryant he was under arrest and conducted a of his person incident to arrest. During this , I discovered two hand grenade shaped tablets and green leafy material in a tobacco product wrapper in Mr. Bryant’s pants pocket. The hand grenade shaped tablets later tested positive for ecstacy/methamphetamine.Ofc Martinez then left to speak with Ms. [WITNESS ], the initial complainant. Upon his return, Ofc Martinez told me that Ms. [WITNESS ] reported Mr. Bryant followed her down the road, with his pnis exposed, mastrbating.I then transported Mr. Bryant to the Chatham County Detention Center, where I transferred custody of him. After Mr. Bryant was transferred into the detox cell, I observed the jail deputies confront him, as they had allegedly witnessed him immediately begin mast*rbating upon entering the cell. I then transported the aforementioned drug items to the Savannah Police property room and logged them in as evidence.[End of Narrative].
