Officer’s Narrative:

While on uniform patrol in the city of Savannah I was dispatched in reference to a domestic violence incident. Call notes advised the victim, [VICTIM ], had gone to a neighbors to call the police.
When I arrived on scene I spoke with [VICTIM ] who explained the following:
Approximately three (3) days ago her grandson, Terry Riley, showed up asking for water. She went to get him some and Terry entered the house. [VICTIM ] was to scared to tell him to leave. She advised that he was acting normal and let if be.
Today [VICTIM ] heard Terry talking to himself. She approached him about this. Terry told her to get out of his face. [VICTIM ] told him to leave her residence. He said no, that this was his place. [VICTIM ] told Terry that she was going to call the police and walked into her bedroom. She attempted to shut the door however Terry had followed her to the room and pushed the door open. When [VICTIM ] tried to call the police, Terry tried to snatch the phone from her. They began to tussle over the phone.
At some point Terry ended up behind [VICTIM ]. He placed his right arm around her neck and began to apply pressure. While strangling her, Terry used his left hand to push her head to the right. At some point they ended up on the ground while Terry was strangling [VICTIM ]. [VICTIM ] states she lost consciousness and Terry stopped, got up and went to the front room. She was able to get up, grab her keys and run to her neighbor at [REDACTED].
She further advised that she and Terry used to live together.
[VICTIM ] had complaints of pain around her neck, left shoulder, left arm and upper left back. She had swelling to the left side (trapezius area*). She had scratches to her neck.
EMS responded.
Supervisor responded.
[VICTIM ] advised she was afraid that Terry was still in her residence. She gave us her house key to go check. Corporal Geisler and I went to unit [REDACTED]. The door was unlocked. I opened the door and announcements were made for Terry to come to the door.
Terry walked to the door and attempted to close the front door on Officers. Officers entered the house to detain Terry.
I took control of Terry’s right arm. Terry began to pull away from Officers. Terry would push and pull in an attempt to get away. We ended up in the corner of the front hallway. Terry was pushing Officers and attempting to pull his hands away. Corporal Geisler gave a loud verbal command that he was under arrest and that he would be tased if he continued to not comply. Terry continued to fight Officers. Terry placed a foot on the wall and tried to push himself back.
I unholstered my department issued Taser, activated it and announced I was going to tase him (referring to Terry). I then deployed one (1) set of probes (for one cycle) towards Terry, striking him in the side/abdominal area. Terry displayed a body lock up and slumped down close to the floor. Officers were able to utilize body weight to keep Terry immobile. I was able to get one handcuff on his left wrist. Officers were able to turn him onto his back and place the other hand cuff on his right hand.
Terry was escorted out of the building and placed in the rear transport area of my marked patrol vehicle. During this use of force Terry damaged the band of Cpl Geisler’s watch. EMS was requested for the use of force.

While checking Terry in NCIC Officers were notified of four (4) active warrants.
Terry was charged with Aggravated assault DVA (OCGA 16-5-21)
Exploitation/cruelty of elder (OCGA 16-5-102), Battery (OCGA 16-5-23.1), Obstructing a 911 call (OCGA 16-10-24.3), Felony obstruction (OCGA 16-10-24b)X2, and Criminal trespass (OCGA 16-7-21).

I transported Terry to MMC for medical clearance.
I then transported Terry to CCDC where he was booked.
