On 7/28/2024
at approximately 1525 hours, I was dispatched to 4831 Augusta Road (more commonly known as Nation Shakers Live Outreach) in reference to a fight in progress that stemmed from a previous entering auto incident. While in route to the location, dispatch relayed to responding units that the suspect stole a taser from a vehicle and was threatening people on scene with the taser.
Upon arriving on scene, I observed 7 people standing out front of 4818 Augusta Road (more commonly known as Popeyes restaurant) all pointing at the suspect stating she has a taser. I approached the female and detained her in handcuffs that were double locked and checked for proper fit. The female was then loaded into the rear of a patrol vehicle. The female was ed to which no taser was found.
I began speaking with the victims/complainants of the car theft, Mr. [VICTIM ] and Ms. [VICTIM ]. They both informed me that they were inside the church located at 4831 Augusta Rd. when Mr. [VICTIM ] looked out the window and saw his cars front passenger side door open. They both then went outside and observed the inside of the cars front passenger seat to have everything thrown about in the vehicle. Mr. [VICTIM ] stated the items missing from his vehicle were $5 in quarters, a small black taser, a perfume bottle and a piece of mail. Mr. [VICTIM ] stated he then turned around and saw a few items that were previously inside of his car laid on the ground in a trail like pattern leading towards the Popeyes restaurant. Both victims followed the trail of items and located the suspect walking away.
When Mr. [VICTIM ] and Ms. [VICTIM ] made with the suspect in the front yard of the house located next to the Popeyes and asked her why she stole belongings from their car they both stated she turned around and had Ms. [VICTIM ]s black taser in her hand. They both stated the suspect then arched the taser and stated “I will tase you”. Both of them then stepped back and this is when authorities were ed. When the taser was arched both victims stated they were scared.
Witnesses [WITNESS ], [WITNESS ], and [WITNESS ] all 3 stated that when Mr. [VICTIM ] and Ms. [VICTIM ] approached the female suspect she turned around and arched the taser while stating “I will tase you.” They all then informed officers that after she did that she dropped the taser in the sewage drain located in the front yard of the residence and began walking towards the Popeyes restaurant. They then stated this is when authorities arrived.
When asked where the taser was located, one of the witnesses on scene reached into the sewage drain and pulled out an empty small black jewel encrusted pouch and then told us the pouch is actually the tasers holster. He then reached down again and retrieved a small black taser. Ms. [VICTIM ] and Mr. [VICTIM ] were standing by and confirmed that the taser and pouch retrieved from the sewage drain was their property that was stolen previously out of their vehicle. Everyone on scene then confirmed the taser retrieved from the drain was the one used by the female suspect while making threats.
The suspect was then identified as Ms. Shardell Brown-Harris and has now gone from a detainee to arrested. Ms. Shardell Brown-Harris was placed under arrest and transferred into the rear of my patrol vehicle and secured in with a seat belt. While in route to Chatham County Detention Center Ms. Brown-Harris began screaming about someone littering in the roadway and began kicking the front of the metal cage. Ms. Brown-Harris was advised to stop to which she listened and did not strike anything in my vehicle for the rest of the transport.
Upon arriving at Chatham County Detention Center, Ms. Brown-Harris began raising her voice while speaking to jail staff and then mentioned that she was 5 months pregnant. This is the first time Ms. Brown-Harris mentioned being pregnant. She was then denied at Chatham County Detention Center until she is medically cleared from the hospital. Another officer then took custody of Ms. Brown-Harris.
Mr. [VICTIM ] completed an agreement to prosecute form.
While determining the charge related to arching the taser at 2 people while stating “I will tase you”, the ADA of the day was ed. Mr. [REDACTED] was informed regarding everything that happened. Mr. [REDACTED] stated the proper charge would be aggravted assault due to the suspect using a weapon with the ability to incapacitate someone while verbally making the threat to use the weapon.
