Officer’s Narrative:

At the time and date above, I was in uniform and a marked unit when I was dispatched to the intersection of Bull St. and Oglethorpe Ave. in reference to a fight in progress.
When I arrived on scene, I made with Mr. Russell Damron. He told me that he had just been dropped off by Tybee Island PD at the above-listed intersection. He stated he was attempting to call a ride when another w/m, later identified as Mr. [VICTIM ], assaulted him. He stated Mr. [VICTIM ] hit him in the head and pushed him to the ground. He said Mr. [VICTIM ] then entered the Collin’s Quarter restaurant at 151 Bull St. He stated multiple customers, sitting outside witnessed the incident. He indicated a w/m later identified as Mr. [WITNESS ] as being present at the time of the incident.
I made with Mr. [VICTIM ]. He told me he was the general manager at Collin’s Quarter. He said Mr. Damron sat down in one of their outside patio chairs, began to use his phone and behave in a loud manner. He said he asked Mr. Damron to leave as he was disturbing customers and that there was a bench around the corner he could sit at. He stated Mr. Damron became upset. He said he was yelling and getting in his face. He stated he pushed Mr. Damron to get him away from him as he was being aggressive. He stated Ms. Damron then began running around the area asking for police to be called. He stated Mr. Damron said he “would not make it tonight.”
I spoke with Mr. [WITNESS ]. He corroborated Mr. [VICTIM ]’s statements.
As I was speaking with Mr. [WITNESS ], several other unidentified witnesses stated they had seen Mr. Damron being aggressive and getting in Mr. [VICTIM ]’s face.
Mr. Damron was placed in double-locked and fit-checked handcuffs before being escorted to the rear of my patrol vehicle. He was ed incident to arrest and nothing of evidentiary value was located. He was secured in the rear of my patrol vehicle.
Mr. Damron was transported to Memorial Medical Center (MMC) and medically cleared without incident. MMC medical staff was unable to locate any sign of injury where Mr. Damron stated he had been hit. He had a minor abrasion to his left palm and his right shin.
Mr. Damron was transported and booked for disorderly conduct for behaving in a violent and tumultuous manner towards Mr. [VICTIM ] and customers at Collin’s Quarter and Simple Assault for acting in a way which placed Mr. [VICTIM ] in reasonable apprehension of immediately receiving a violent injury by getting in his face and stating he would not make it .
