On 07-07-2024
at approximately 02:17 I was dispatched to a reported un-wanted person at [600 BLOCK] W 42ND Street. I have had previous calls similar in nature by the same reporting party and anticipated it would be between Ms. [VICTIM ] and Mr. Richard Fulton.
I arrived and observed Ms. [VICTIM ] sitting on the front porch of the boarding house. She advised “He’s back there” referring to her room inside the at the end of the hallway, I could hear Mr. Fulton yelling from down the hall. “Thats my wife” “That bith got me fuked up” “That bith got AIDS”. I asked Ms. [VICTIM ] what’s going on and she advised she went to the doctor around 1-2pm and when she got back Mr. Fulton was in her room and that he had beer an liquor and he is now drunk and wont leave. She advised she told him to leave multiple times. I advised Mr. Fulton to come out of the house multiple times and eventually he complied. He was very intoxicated, I smelled the strong odor of an alcoholic beverage exuding from his body and his breath. He kept repeating (yelling) “That bith got AIDS” “She got me fuked up” and yelled about how she is a whre that has been around the block and sleeps with the whole neighborhood. It was very disrespectful and vulgar. Anyone near the would be able to hear, including other tenants in the boarding house.
I advised Mr. Fulton he was not allowed to be there, that he does not live there and that she has told him to leave. I advised if he didn’t leave he would be trespassing. Mr. Fulton just kept repeating “take me to jail” and putting his hands behind his back. I advised him multiple times to leave the premisis and gave him many opportunities to leave on his own accord. He refused. I asked Ms. [VICTIM ] I placed Mr. Fulton in double locked handcuffs and ed him incident to arrest, he was secured in the back of my marked patrol vehicle. During transport to the Chatham County Detention Center (CCDC) he asked what his charges were multiple times and when I answered he would reply “I already have that charge from before” and talk about having to see the judge. He was booked into CCDC without further incident.
